With the migration of the population continued to increase, this massive population movements has become an important issue affecting the economic and social development. But the current population migration is different with the previous "Flood",the focus has moved from rural- urban migration issue residence restrictions under the steering to promote compliance with the conditions of migrants to the city and the city settled in life and enjoy the original inhabitants and the same public services and the rights issue, and one important change is the urban planning and management issues, educational issues and migrants included children education should be included in the urban education planning, construction and management. Migration process in addition to the migration of the population own work, employment, housing, social security and other issues, will inevitably involve children education, migration, population and immigrant population’s education contradictions problems have become increasingly prominent. Children in receiving migrants and how the level of education, not only related to its ability to really integrate into the city life, related to the cultural level of the quality of the next generation, and area moved into in Education and Educational Management Policy will also be impacted by population migration, and therefore affect the performance of investment in education and scientific mechanisms that affect urban education at the level of investment in the national macro-policy differences between the educational system and the region, and ultimately affect the sustainable development of urbanization. But the impact of the current research on population migration to cities is less investment in education.In view of this, the study in the context of the ongoing migration of rural population, through panel data of migration, analyze the spatial distribution characteristics of rural migration, and then analyzes the status quo of urban education and investment policies in the context of the migration of the rural population; on this basis, building the relevant statistical model and introducing of the migration-related factors, Analysis of the impact of supply and demand as well as rural migrants migration to urban education investment in education; and finally introduce advanced foreign experience in urban education during migration management policy, in the based on experiences of developed countries the and the reality, proposed urban education management policies suggest adjustments policy.
