Hongkong is an international metropolis which population composed of a number of different peoples from the world and her education demonstrates its varieties. Since 2004, the Hongkong government carried out a policy of confluent education, let the Non-Chinese speaking students got the “native education”. Those children could enter the main Hong Kong schools to get their free education, learning the same subjects, Chinese is one of them. Obstacles arising from the daily languages and some other factors, were more and more with the time passing by for the NCS, and learning in Chinese is an especially serious problem. This essay gives direct analysis to the deduction of the Hongkong education policy with the efficient way of historical discovery and documentary analysis, from the current view, especially making clear that the trail which happened on the confluent education for the NCS students, analyzing the influence to the schools and teachers, which made by the curriculum standards for the NCS students, at the same time gives a deeper analysis to the deficiency of the teaching materials and their difficult positions.The first part of the essay, telling the topic choosing and its significance, to sort out the documents in the Chinese learning for the NCS students. The second part is based on the analysis of the current circumstances of Hong Kong present “Bi-literacy and Tri-lingualism”, demonstrates the complex of the language teaching policy and the supports from the government and schools to the education for the NCS students, discussing the impact of the confluent education. And the third part, mainly, analyses thoroughly the current circumstances of learning Chinese for NCS students, such as the criteria of Chinese lessons, the lessons settings, and the textbooks preparation. The fourth part is the summary, which suggests that “Chinese as the second language” in the multiple Chinese teaching system.
