Research On Provincial High-level Universities’ Connotation Type Development

Provincial high-level university is founded by province, mainly rely on the support of provincial government, serving the regional economic and social development as the responsibility and mission, and the education levels top in the same type university in province and have a higher levels among same type domestic colleges and universities, which running indexes reach beyond ministerial standard,and made outstanding contributions to the region’s economic and social development,holding a group of provincial leading edge discipline that reach the domestic advanced level, forming the distinctive university concept and unique university culture, which on a leading position and play a leading role among provincial colleges and universities in the region. The development of provincial high-level university have a great significance for the construction of powerful provinces and higher education power.At present, facing the fierce competition in the international and domestic situation, provincial high-level university long-term denotative development faced a more prominent contradiction, the mission of serving economic and social development of Chengdu-Chongqing economic zone, which request the provincial high-level university transform denotative expansion of the scale to connotative development that have a harmonious unification of quality, scale,structure and efficiency.The paper summarized the relevant research literature, illustrated the significance of the research, and introduced the methods of research. Based on defining the basic connotation of Provincial high-level university and analyzing its value orientation, the paper formulated basic correct criteria of the provincial high level university, and selected 16 provincial high-level university in Chengdu-Chongqing economic zone as the research object, and then discussed the connotative development of provincial high-level university in these area.With the deepening reform of higher education in our country, certain achievements have been made in the development of these universities, the evaluation of University educational goal was scientific, education level was gradually improved, development scale expanded appropriately, the construction of teachers’ team was constantly improved, the scientific research level enhanced greatly. However, due to the immature of the university governance system,the absence and offside of governmental management, and the missing of the social participation supervisionmechanism, the outstanding contradiction of the internal management, the poor coordination of the scale and the quality of the provincial high-level university, the falling of the school-running benefit, the weak of the special talent training, the low effectiveness of resource allocation, the poor collaboration of organization. According to the problems, the paper finally drew lessons from the university of Copenhagen in Denmark, the United States California institute of technology, the development of the university of Warwick, put forward strategies of promoting our provincial high-level university connotative development, including establish the scientific university education philosophy, adhere to the unity of the scale and quality, improve the university teaching efficiency, promote the university system structure optimization,and face the international market for open schooling, etc.This research take the connotative development of Provincial high-level university in the Chengdu-Chongqing economic zone as a topic, in the hope of providing decision-making ideas of provincial high-level university connotative development, enriching theories of provincial high-level university connotative development, providing theoretical reference for the construction of higher education strong province and higher education power.
