| With the global economic integration, China ties with the international economy more and more closely. In the future, the comprehensive national strength competition between countries will evolve into the competition of science and technology strength, so the science and technology talent is the first resource for developing knowledge economy. Liaoning province is currently facing the critical period of the comprehensive revitalization of old industrial bases and the development and construction of "five points and one line" coastal economic belt, it needs a number of talents who can break technical difficulties and innovate bravely, consequently it has a long and important significance to prepare for science and technology talent reserves and improve science and technology talent support system.This paper analyzes the current situation of science and technology talent support system in Liaoning province to point out the problems in the construction of this system. This paper put forwards some countermeasures for improving the system according to human capital theory and lessons from domestic and international talent training experience.This paper is divided into five parts. The first chapter is the research background and reference of this article; The second chapter elaborated the concept, characteristics and types of the science and technology talent support system in Liaoning province. The third chapter analyzes the problems in constructing the system from two aspects of quantitative and qualitative methods. The fourth chapter analyzes the achievement in talent cultivation and science and technology achievement transformation in America, England, Zhejiang University etc, points out the countermeasures to perfect the science and technology talent support system in Liaoning province.
