The pre-school education is vital to the healthy development of children, not only an important aspect to measure people’s satisfaction with education, to turn China into a country rich in human resources, but also an influential element of people’s well-being and harmonious development of our society. It is proposed by “The national medium and long-term education reform and development plan(2010-2020)” that by 2020 the pre-education would be universalized. In 2010, the State Council issued a number of views on the current development of pre-school education, it required to put the development of pre-school education into a more important position; Shaanxi Provincial People’s Government highlighted the completion of preschool county and township two-stage system and county township and village three-stage network in its "Opinions on the current development of pre-school education". To specifically study the development of preschool education, 1,215 surveys were conducted in 18 nursery schools in Yangling Demonstration Zone. According to the view of the families’ choice desire on nursery school, this paper studied Yangling’s preschool education development. By analyzing the survey data, the influential aspects of development priorities, the tuition and the layout of nursery school were studied, consequentially, to provide insight and vision to the development of Yangling Demonstration Zone’s preschool education. Meanwhile, to offer strategic advice to the optimizing of preschool education resource allocation, the establishment of permanent financial support system for preschool education, the promotion on the quality of preschool education and nursing education.
