In recent years, a growing transformation occurs on government policy which emphasis on decentralization of government functions and services for people. In many areas, such as medical, health, legal, sports etc, government solves numerous tough problems by means of public service. Those troublesome problems get resolved and achieved good results. In the education reform process, physical education is an important part of the all-round development goals. In order to improve the status of physical education, enrich supply of education resources and promote the equalization of physical education in primary education, this paper is going to put forward an feasible scheme on the basis of the analysis results obtained from actual research data and specific cases. And also provides a model of physical education for elementary school in Xi’an.In this paper, abundant researching methods are used, such as literature interviews, questionnaires, mathematical statistics and case studies, to name just a few. By studying the current physical education situation in Xi’an and visiting relevant experts, teachers and authorities, this paper further analyses the characteristics and existing problems in Xi’an primary schools. And this paper plans to identify a future direction for Xi’an elementary school physical education by comparing a number of cases. This paper finds that, the model of some Xi’an primary school physical education has changed, and a coexistence of single government supply and pluralistic supply has been formed. To a certain extent, this may ease the pressure of government, and also contributed to the quality of primary physical education. However, with the emergence of pluralistic supply mode, the associated problems are exposed. This paper focuses on the advantages and disadvantages of pluralistic supply pattern, and try to find out the problems. The main are: 1, mutual coordination confusion; 2, lack of planning; 3, the lack of regulatory evaluation system. To the long-term health of the multiple supply pattern development and play a role, it is recommended: 1, the government decentralization, through policy regulation; 2, school carefully introduced multiple supply pattern, blindly follow the trend; 3, multiple supply group cannot entertain speculative psychology and behavior; 4, the establishment of supervision and evaluation system will be the important institutional guarantee.
