Public service is the function of government, and the goal of government function reform in our country is to build a service-oriented government and improve the level of public service. Public service for sports is an important part of public service, thus improving public service for sports, especially for mass sports, is the inevitable path which leads China to develop from a big sports country to a powerful sports nation. Based on empirical research, the study on public service for mass sports meets the localization need of theoretical research and serves to perfect public service system for sports.Through consulting with relevant experts, the questionnaire helps define a couple of important concepts in public service system. The norm of concepts in sports public service and the classification of sports public service products are in favor of solving the existing vague understanding and concept debate in current theoretical research. Through clearing the rights and obligations of the subjects and objects of public service for sports, introducing new methods for service evaluation and comparing difference methods to supply products, the basic theoretical part of the dissertation enriches and perfects the contents of research in public service for sports.Guangzhou is at the forefront of reform and opening up in our country. Its economic level and social development are in leading positions in the country. The research chooses Guangzhou to conduct case study, as the level of public service for mass sports in Guangzhou is higher than majority of areas in China, and it can provide successful experience for others areas to learn as well as shortcomings for other areas to avoid. The investigation, including Tianhe Sports Centre, Ersha Island Sports Park in Yuexiu District, Xinhua Street in Huadu District, Three Main Sports Organizations, and Guangzhou citizens, thoroughly understanding knows the current status of public service for mass sports. The empirical survey covers three-level network of city, district and small towns and its content lays particular emphasis in different levels, including supplying methods of public service for mass sports, typical public benefit, public service for mass sports in small towns in the process of urbanization, sports organization in the public service for mass sports, and the evaluation from the public. The survey shows that the government plays a dominant rule in the public service for mass sports and its function is irreplaceable by other supplying subjects; the trend of marketization and diversification is in the point of no return, and the sectional interest is an important factor to affect the degree of marketization; sports organizations should play a more active role in supplying public service for mass sports, and remain its characteristics of sociality and public benefit when striving for independence development; few citizens think highly of the current status of public service for mass sports, which shows that the government should improve a lot to promote the service level and the service efficiency. Improving public service for mass sports requires top-down institutional innovation as well as the active participation of the society. In a word, the government, enterprises, organizations, associations, and individuals all should undertake some responsibilities. The specific suggestions are as follows: Perfect policy system and unify service standards; clarify government responsibility and strengthen service consciousness; introduce market competition mechanism and realize diversification of supplying methods; lower admittance threshold for organizations and release the energy of the third sector; advocate volunteer system and draw the functions of volunteers; improve the transparency of information and accept the supervision of the general public; concern for vulnerable groups and expand the service scope.
