A Feasibility Analysis Of Opening A Two-Child Per Family Policy Comprehensively In Ruian City

The childbearing policy means that a country or area begins with comprehensive strategic interests from society, economy, politics, resources and ecological environment,takes acceptance level of most of the masses into consideration, and adopts governmental attitude towards birth behaviors of population. The current family planning policy of Chinese mainly includes as follows: the nation encourages citizens to have late marriage and late childbirth, advocates a child for a couple and arranges a couple who conforms to provisions by laws and regulations to give a second child. The specific practice will be stipulated by People's congress or Executive Committee of province, municipality and direct-controlled municipality in line with local economy, cultural development level and population stipulations. However, with the constant improvement of social economic level,there are negative effects of implementing the family planning policy: including serious aging of population, unbalanced female and male proportion, lower entire population quality, and harmful effect of population increase on environment, and so on. All of these bring a huge influence on human life. Therefore, it is necessary change a childbearing policy for relieving “aging of population”, remain reasonable quantity of labor force and structure, and promote sustainable and sound development of economy. Moreover, our population policy also experiences adjustment from “two-child” to “one-child”. Over one year of “single” two-child policy, “single” two-child application rate and fertility desire are inferior to expectant complexion. Whether it should open a two-child policy comprehensively, and once it opens, whether there is a baby boom and brings about population explosion?The paper, based on the acting point of the current family planning policy, uses lots of document literatures for reference, utilizes questionnaires of “two-child situation in Ruian”to acquire empirical data by combining with the author's working experience, adopts a method of integrating theory with practice, designs a step of opening a two-child policy comprehensively and boldly in Ruian, and provides a reference for Ruian government, so as to offer research data and theory reference to adjust a family planning policy of the City of Wenzhou or even the whole nation. The paper selects three town streets within the Ruian,and every town street selects two communities, respectively, which are representative research objects. In the research process, there were a total of 450 questionnaires, and 448 of them were returned, including 445 effective questionnaires. The research objects are different in accordance with different age, marital status, level of education and fertility circumstance to ensure scientificity of research data. This paper begins with multiple aspects, including fertility values of married and unmarried people, numbers of fertility children, fertility knowledge conditions, fertility desire, numbers of children in Ruian and draws a related conclusion by combining with influences of a single two-child policy onnewly-born population in Ruian.In view of special property of a family planning policy and use related policies of demographic changes of other countries for references, the author thinks that it is necessary to open a two-child policy.
