Along with China’s social and economic development, driven by the rapid growth in number and scale of universities, capital construction in Colleges and universities ushers a new era, which magnified the existing problems and at the same time, new problems are emerging, which brings greater pressure and more challenges to the capital construction management in universities. Based on this background, focused on the management of capital construction in public universities in China, by analyzing the existing problems systematically, this essay aims at solving the existing problems and putting forward some feasible advice in universities.In this paper, the basic concepts regarding capital construction in universities are briefly introduced firstly, such as the basic connotations of capital construction, the management of capital construction in universities, the project management patterns. It also analyzes the characteristics, main body and its functions of capital construction management in universities. Furthermore, theory of property rights, principal-agent theory and decision-making theory, which are used in the research, are adequately summarized.Secondly, by collecting and classifying related data and combining with research and survey conducted in some public universities in Nanjing, this essay elaborates many problems existing in capital construction management in public universities, and concludes an in-depth analysis on some major problems, such as the ineffective management on quality, the flaws in cost management system, the imperfection in periodic management. It also dissects the original causes of these problems from four aspects----management patterns, administrative decision, subjectivity of administrators and the external environment in capital construction in universities.Finally, four proposals are put forward to optimize infrastructure construction in universities---to innovate management modes; to improve the democracy and rationality in decision-making process by strengthening institutional construction; to reform faculty evaluation system in universities in order to create effective incentives and restraints for the administrators to enhance their subjectivity; last but not least, to transform the functions of the government by changing the educational administration system and establishing a modern university system.
