Early Childhood Education in Jiangsu Province are now on the eve of reform, the author want to research the early childhood education in Dong tai Jiangsu Province in detail, hoping to bring more social attention to the early childhood education, and recommend some individuals to the Childhood Education in Jiangsu Province.In this paper, main using qualitative research, also as the basis of the researcher’s own experience related to the early childhood education, combined with questionnaires and field observations, researching the development plight of the rural public kindergarten education in Dong tai Jiangsu Province, sociological analyzing the development plight of the rural public kindergarten education, and giving some propose to the development of the rural public kindergartens education.In this paper, the research base on "The Early Childhood Education Guidance Outline" and other policies, select 15 townships in Jiangsu Province, which the early childhood education is in forefront of the country. Mainly through the kindergarten, kindergarten teachers and government personnel responsible in 18 kindergarten for semi-structured interviews, from the perspective of kindergarten, kindergarten teachers and government managers to understand the issue of the early childhood education, also to get information organize, and sociological analysis:The plight situation of the rural public kindergarten education development: from the plight institutions of the rural infrastructure development in public preschool, rural preschool teachers in development dilemma and government plight to expand. Infrastructure development difficulties, mainly to inadequate infrastructure and insufficient infrastructure funding to analyze in this two part; Difficulties in the development of the rural preschool teachers, mainly the low wages for the kindergarten teachers, the rural areas preschool teachers’ professional development lagging behind and the poor working conditions of the preschool teachers were analyzed; The management development dilemma in the government, mainly to the absence of government funding and government mismanagement both part for analysis.The Rural public kindergartens Education Development Plight Analysis:The reason of the rural public kindergartens in infrastructure difficulties, the reason of the development of rural preschool teachers plight and government management development predicament three part to analysis. The reason of nursery infrastructure, the leader of rural children institutions and government officers interactive conscious weak; the rural kindergarten agency managers and kindergarten interactive conscious teachers weak; the reason of the rural areas preschool teachers, socialization development of the rural preschool teachers is not enough; Professional development of the rural preschool teachers are not enough; the rural preschool teachers working environment is very poor; the reason of government management, the relevant government are low management level socialization; and Positioning confusion of the Role.The development recommends of the rural areas public kindergartens education:there are three part of it, the proposed in rural public kindergartens infrastructure, the Recommendation on rural preschool teachers development and the government development. the recommends on rural public kindergartens infrastructure:the effective interaction among the preschool managers and the government regulators, the effective interaction among the preschool managers and the preschool teachers, to ensure that government managers understand the status of early childhood education, preschool teachers get immediate feedback on comments; in establish a new interactive scenarios on the basis of a sound infrastructure and rural public kindergartens managed facilities. The recommends on the development of rural preschool teachers are:to establish flow mechanism of the preschool teachers, to mobilize the enthusiasm of kindergarten teachers, to ensure the rapid development of the kindergarten teachers; to define the role of the kindergarten teachers, to solve a series of problems due to the chaos caused by the role definition; Government Administration development proposal, to define the role of the government managers related to early childhood education and carry out their development of social, ensuring the government managers and social development is not out of line, to ensure that government policy effectiveness and timeliness.
