National Vocational Education has become the important part of the National Education System. ?9+3? free vocational education is the new type of National Vocational Education and it?s also a strategic task to improve the education development and push the economics in ethnic regions. Since 2009, ?9+3? program has helped thousands of Tibetan children go out the region, change their lives. Many families benefit from the program. The program cultivates skilled person for the base of the Tibetan Region, stimulate the economy. ?9+3? program is part of the major projects of the national education system reform. It?s promoted in the other parts of the country.This paper make the target of balanced development of education clear, perfect the education service, resource integration and the people?s livelihood service, make sure the implement of the organizational mechanism. It?s based on the quasi public product theory and education equilibrium theory; take the Mianyang government ?9+3? program as example; analysis the target, function and organizational mechanism. There are four results for Mianyang government advancing the program: 1. Put the students? feeling at the first place and improve the cultural heritage. 2. Improve the population quality and personal training. 3. Integrate educational resources and achieve balanced development. 4. Optimize policy and promote education fairness. Mianyang?s education system is not perfect because of the environment and policy. Through learning domestic and international advanced experiences and combine it with our situation, we should clear the location of the National Vocational Education in the national level, strengthen education, management recourses integration efforts as well as legislative work in order to improve the National Vocational Education.
