The first report on quality of China’s higher education notes that today China’s gross enrollment rate of higher education has been reaching 40 percent which is higher than the world average level. There are nearly 37 million undergraduates in China, which is the most in the world. Moreover, those undergraduates are scattered among 2852 higher schools, which is the 2nd largest number in the world. It is obvious that China has become a higher educational giant, “but not a higher education power”, just as Chinese vice Prime Minister Liu Yandong says. In order to push the development of higher education in China, we must try our best to improve the quality of higher schools, those universities especially.The teaching atmosphere, with much of functions, such as education function, stimulation function, restraint function, regulation and guidance function, is very important to a university and could largely promote the teaching quality of a university. While the conception of “the Scholarship of Teaching” provide a new angle of view to the construction of teaching atmosphere of a university. The conception attach much importance to the teaching of the university and asks the faculties pay more attention to teaching research and communication. What’s more it helps to change the faculties’ attitude to scientific research and teaching work, forming a new atmosphere of scholarship of teaching.This paper mainly used the methods of literature analysis, network text data analysis and questionnaire survey, etc., to analyze the theory, the current situation, effect and deficiency of construction of university teaching atmosphere, and then the reason of these in the aspect of the scholarship of teaching, and suggestions of the construction of university teaching atmosphere in the perspective of the scholarship of teaching. Through the study, we think that the aim of the study is to construct a kind of university teaching atmosphere with features of person-oriented, teaching reflection and research, teaching cooperation and communication, and sharing of teaching achievements. And for that, the faculties must have those professional qualities like good ethics, enough teaching knowledge, academic teaching ability, the consciousness of teaching cooperation and communication, and the intention to making teaching achievements and sharing them to others.While through the investigation, we found that it is only successful at teacher’s morality, the normalization of teaching and the consciousness of scientific research with today’s construction of university teaching atmosphere, but lacks in teacher’s knowledge structure, academic teaching ability and teaching achievements. Therefore, it suggests that we should help the faculties and undergraduates make clear of the conception of “the Scholarship of Teaching”, reform the existing teaching management and academic evaluation system, create a suitable teaching academic development environment and atmosphere to promote the teachers’ positive action on the scholarship of teaching, and improve their teaching ability, which helping to form an academic atmosphere of actively teaching, research, creation, reflection, and communication. All of those can promote the quality of universities in China.
