With the advancement of higher education management system reform, our country has changed from "elite education" stage to "mass education" stage, and the scale of higher education has made a great development. At the same time, how to ensure the quality of higher education becomes one of the important subjects, which should be researched by high educational fields or even the whole society. As an important means of safeguarding teaching quality, evaluation has the orienting function in teaching management practice. Teaching evaluation regulates and guides teachers’ teaching behavior, and has a profound influence on the entire education teaching activities. This study draws lessons from the scholarship of teaching and learning by Ernest Boyer form American, by way of literature review, questionnaires and interviews, which is to research the present situation of university teaching evaluation and teachers’ demands. Through the analysis of the current situation and problems of teacher evaluation in colleges, this study tries to build a university teaching evaluation system which pays attention to improve the status of teaching. The main ideas of this paper are as follows:Preface: this part mainly discusses the research origin, objectives and significance, as well as research methods, so as to the literature review about SOTL and Teaching Evaluation. Besides, the research relates to the core concepts to explain teach and SOTL and Teaching Evaluation. In the end, the research regards teaching as an academic action, and we think SOTL plays an important role of balancing the relationship between teaching and scientific research in universities, and it has great significance in guiding the university teachers’ evaluation.The first part: by introducing SOTL theory, this paper expounds the importance of teaching in university education. This study thinks that teaching in universities has academic and professional characteristics. The scholarship of teaching plays an important role in several aspects. Firstly, it helps to promote the return to the nature of teaching in universities. Secondly, it balances the relationship between teaching and scientific research. Thirdly, it promotes teachers’ professional development. Fourthly, it plays an important role in recognizing university teaching evaluation.The second part: reference to the SOTL, this paper tries to analyze the characteristics of the university teaching evaluation: University teaching evaluation should promote the development of teacher Professionalization, the consciousness of "academic community", the effect of "teaching reflection" and the function of academic creation. On one hand, teaching evaluation should make teachers attach great importance to teaching, so it will encourage teachers to improve teaching quality. On the other hand, teaching evaluation should help to promote the teacher’s professional development, so it can promote university students’ high efficiency and high quality learning.The third part: in real situation, this study argues that some deviation has appeared to the value orientation of teaching evaluation. Teaching has become a tool of university teachers. When teaching evaluation system is in implementation, it deviates from the concept of teaching evaluation which leads to the teaching activities of non-academic development. And in the process of evaluation, teaching evaluation activities become alternative, which has made teaching to non-professional development in university. However, even there are a series of problems in the process of university teaching management. The universities and teachers take no account of teaching or teaching evaluation.The fourth part: through studying the survey, we find there are some flaws in university teaching evaluation system. Firstly, it lack of "SOTL" and "people-oriented" ideas. Secondly, the orientation of teaching evaluation function is not accurate, giving priority to research. Again, teaching evaluation standard is too uniform and ignores the teachers’ participation and individual differences. Finally, the subject of teaching evaluation is unitary and it leads to teachers’ self-evaluation and peer evaluation can’t get attention.The fifth part:basing on the SOTL, this study builds a multidimensional and diversified teaching evaluation system. In view of the present situation of the university teaching evaluation, combining Boyer’s and Shulman’s thought, the author reviews and rethinks paths for teachers’ teaching evaluation. This paper tries to build a university teaching evaluation system based on the scholarship of teaching, which is to improve teaching status. The system is with different kinds of appraisal subjects, different dimensionality of appraisal indexes, and different dimensionality of appraisal content. It gives a prospect for improving teaching professional development, emphasizing students’ education quality, and ultimately achieving the goal of higher education quality.
