The community education on low income families is fundamental for the overall development of the region. Their class determines the overall class of the region; their income reflects the economic level in the region; and their well-being represents the true feelings of the majority of people. Therefore, it is every education influencer’s responsibility to resolve any issues for this class group – providing continuous support and implementing the realistic and effective education – to improve their living conditions.This research is based on the current situation of the low income families, utilizes the community education as the study object, and conducts literature review, interviews,questionnaires, and statistical analysis of a sample survey of the community of Harbin’s D District. It examines the current state of the community education and the factors of its impact. Furthermore, it contributes corresponding resoluations to improve the community education methods for the low income families.There are four chapters in this study. Chapter one is the introduction, which introduces the challenge, the objectives, common studies around the world, the approach, and the definition of community education and education influence.Chapter two states the current situation of the community in Harbin’s D District, and further elaborates the objectives, the methods, the scope, and the results of community education for low income families. Chapter three examines the potential issues of the community education for this group – incomplete policies, limited resources, and low participation rates from the group. The main factors mainly because of the low priority from the government, the maturity level and the underline position of community education, and the low income families themselves. Chapter four raises the resolutions based on the results from the other three chapters, in summary, which includes review and improve the governing policies, improve the utilization of community educational resources, and raise the awareness and participation rates from these families.As the community education influencing is quickly developing and approaching maturity, we can improve and avoid mistakes through experience. In order to improve,it is vital to come up with corresponding resolutions from the past issues and experience.There is no one-fit-all solution for every community or region. Finding a more customized community educational solution for the unique needs from the low income families could fundamentally improve their lives.
