Xi’an in2014, is implemented. The third plenary session of the reform spirit, accelerate reform of the education, to promote education justice as the core, as soon as possible the start of the implementation of xi "an education balanced development.Although xi has only to Beijing, Shanghai education resources, strong foundation, but also in education balanced development in the backward level, how to promote the education fair degree of xi’an, to meet the people, especially children’s equal education needs of low-income families in urban areas, is the government to solve the first problem at present.This paper includes five parts:The first part, including the paper selected topic background and significance, the research both at home and abroad and the research methods used in the process of thesis writing.The second part, including the definition of related concepts, analyzes the education equity theory and the theory of school social work.The third part, through a large amount of data analysis, visiting investigation and study, summarized the current status of xi "an urban low-income children education injustice.The fourth part, through to the xi’an urban low-income children education unfair phenomena analysis, in the perspective of social work analyzed the causes of this situation.The fifth part, based on the theory and methods of social work science, puts forward the countermeasures.Mainly include:strengthen the appropriate allocation of education resources;Increase investment in education;Use social work methods in xi"an urban low-income families, helping them get rid of poverty;With the theory of school social work to promote school, family and community resources integration;Play to the government leading role, the use of civil power, promote the balanced development of the education.
