Research On The Education Expenditure For Children In Urban Families Of Harbin

Education has been more and more important to the personal growth and fast development of nation and society. As the education has leaned to individual and family for years, so the family education expenditure has increased a lot. Common people have paid great attention to the rapid growth of the family education expenditure in recent ten years.The paper has analyzed the survey data of family expenditure of 2009 from 710 urban families in Harbin. Descriptive analysis has been made on the total expenditure level, education burden rate level and education expenditure structure of urban family education in Harbin. Analysis of variance and multiple regression analysis have been made on the personal factor of children and family factor influencing the family education expenditure and education burden rate. Furthermore, the paper has set up regression model to predict the future tendency of family education expenditure level.The study result has suggested that among various factors influencing family education expenditure the annual family disposable income, education level of parents and career of parents in the family factors and education progress of children in children factors have obvious influence on the family education expenditure. The paper has found some obvious problems in the family education expenditure of urban family in Harbin such as: the education expenditure has accounted for a large share in the family expenditure, so it is hard for some low-income family to undertake the expenditure; the level and structure of family education expenditure is influenced by the social stratification, resulting in education fair problem; the internal structure of family education expenditure is unreasonable; as the children at higher education progress will have higher education expenditure, so it has been the main reason for high dropout rate in higher education level; some families with high education expenditure at lower family income shall be paid attention to. According to above problems, the paper has raised suggestions and countermeasures to government, education administration authority, schools and social groups such as: government and education authority shall guide the students'parents to set up correct education expenditure concept; increase resident income; guarantee equal educational right of children in families at different levels; allocate education resource reasonably; and reduce education differences among schools.
