Since the 80 s, Chinese government has began to carry out family planning policy. For more than 30 years, Chinese women’s fertility has fallen below the replacement level. There is 400 million population less born in China. In the subsequent, more and more elders in the one-child families are facing heavy life pressure. This part of the families gradually become social disadvantaged families. In the countryside, who rely on these old men carried out from family planning becomes a problem. In 2006, after the pilot work, reward support rural family planning policy has been implemented throughout all over the country.The implementation of the policy to the birth planning family provides helps to the elder people. They have got the psychological comfort. There is a certain satisfaction in the countryside. And one-child family elders facing many pension problem, which mainly comes from the medical insurance, and rural pension. To discuss the fusion policy comed together from the reward and assistance policy, rural medical insurance and pension policy, will effectively improve the quality of the family planning elders’ life in rural areas.Objectives:From investigating datas of the implementation status of the family planning reward support policy in part towns in Panshi city, we can analyze farmers’ recognition, satisfaction and trust about this reward support policy. We can understand the award from this policy which improves the elders’ living conditions in the family planning. By evaluating all kinds of influence factors in the process of policy implementation, we can discuss how to improve the family planning reward support policy. It can also provide an effective way to improve the elderly living conditions from the rural family planning.Methods:In the four villages and towns in Panshi City, we selected 1500 people as the research objects. We analyze the implementation present situation of the rural family planning policy, investigate the recognition, the satisfaction and the trust in this policy. We also analyzed the effective implementation on the policy, and try to find the solution which can help the elders. We used excel to input data, use SPSS17.0 statistical software to do statistical data analysis. We analyzed the quantitative data by variance analysis, and check the qualitative data by chi-square test.Results:From the survey data carried out from investigation of the family playing reward policy for nearly 10 years in Panshi City. We analyzed the data from the 1363 extraction of valid questionnaires. We got the outcome of the discussions on the implementation of the rural family planning reward policy as follows:1. In the survey analyse of the rewarding and supporting policy necessity, the percentage of the people from different areas shows that the implementation of this policy accounts from 85.4% to 98.1%, and there is difference in their attitude of necessity extent(P<0.001); The percentage of the people who have got this awards or not support necessary accounts from 94.6% to 96.8%. There is difference in their attitude(P<0.043); The percentage of the people from the different per capita incomes who consider it necessary accounts from 96.5% to 98.2%, there is difference in recognition of the extent(P<0.037). In different age groups and different families members groups, the percentage of the people who consider it necessary accounts from 94.5% to 97.9%, there is no difference in the degree of recognition.2. In the survey analyse of the rationality for this reward policy objects, the data from different regions shows that the percentage of the people from different towns accounts from 82.5% to 92.7%.There is difference in the this degree level(P<0.002); The percentage of the people who have got this awards or not support necessary accounts from 82.5% to 86.8%. The degree level is different(P<0.047). The percentage of the people from various per capita income families accounts from 82.0% to 94.7%. There is extent relative difference in their attitude(P<0.003). The percentage of the people from different age groups and different family numbers accounts from 84.5% to 90.2%.There is no difference in the degree level of their attitude.3. In the survey analyse of the satisfaction from the AMT amount of this policy, we find that the percentage of the people from different regions accounts from 80.0% to 94.5%. There is degree difference in the degree level of their attitude(P<0.001); The percentage of the people who have got this awards or not support necessary accounts from81.2% to 93.1%. The extent is different(P<0.001); In different age groups, The percentage of the people’s satisfaction accouts from 81.8% to 93.4%. There is difference in the degree level of their attitude(P<0.001); The AMT amount of people from different family numbers accouts from 81.1% to 90.7%. There is difference in their satisfaction degree(P <0.042); The rationality of the people from different per capita income families accounts from 83.3% to 95.1%. There is no difference in their satisfaction degree. Some people think that the standard bonus should increase with the level of per capita income level. It will give the elders from family planning spiritual comfort. At the same time, it can also relieve the stress from their lives.4. In the survey analyse of the recognition of the cashing prize timeliness, the percentage of the people from different regions accounts from 83.1% to 100%. There is degree difference in their attitude(P<0.001).The percentage of the people who have got this award or not support necessary accounts from 88.9% to 97.0%. There is difference in their attitude(P<0.001).In different age groups, the percentage of the people accouts from 88.0% to 96.6%. There is difference in their attitude(P<0.001); The percentage of people from different family numbers accouts from 84.6% to 97.6%. There is difference in their attitude(P<0.001); The percentage of the people from different per capita income families accounts from 92.2% to 97.7%. There is no difference in the degree of recognition.5. In the survey analyse to the fusing of the family planning reward system policy and other incentives, the percentage of the people from different regions accounts from56.3% to 99.8%. There is degree difference in their attitude(P<0.001); The percentage of the people who have got this award or not support necessary accounts from 73.4% to 93.2%. The extent is different(P<0.001); In different age groups, the percentage of the people accouts for72.8%-98.0%. There is difference in their attitude(P<0.001); The percentage of the people from different family numbers accouts from 88.3% to 89.8%. The extent relative is different(P<0.001); The percentage of the People from different per capita income families accounts for 84.1%-98.1%. There is difference in their attitude(P<0.001).Conclusions:1.The reward and assistance system for rural family planning old life is in a certain satisfaction.2. The amount of the reward is serious lower than the average life safeguard level. So we should gradually improve the bonus based on the improvement of residents’ per capita consumption level.3. The reward from assistance system and other insurance system of rural person, medical insurance system should be carried out together, which can promote a variety of complete coverage of pension systems. Meanwhile, it can also give the old people more benefits.
