Based on the university campus safety risk analysis,this paper studies the safety and protection system risk and the evaluation of the efficiency of the method, realizing the transformation of safety risk from "passive protection" to "active checking", providing a possibility for the success of "safe campus" construction.By analysis the safety and protection system based on effectiveness evaluation assessment, a kind of security and protection system effectiveness evaluation method is designed. This methods take public security as the purpose, public security management as the main thought, all kinds of people as the main body of the campus, and classify the place within the university campus where there might are hidden dangers. Using campus security risk weighting and quantification for the purpose, set up analytic hierarchy structure to security risk factors. Based on this, quantify the safety risks that various people are facing. Based on the above analysis, using the campus security system effectiveness evaluation as the mainline, the effectiveness evaluation are classified in two methods, namely safety protection equipment reliability and campus risk network protection ability.On the level of campus risk network protection effectiveness, the security risk network is constructed based on the analysis of security node model and network security structure, realizing the weakest path finding algorithm based on security node capacity value and path of security as the basic component. Then, this paper puts forward the optimization measures which uses front-end probe to realize detection, delay and reaction capacity.On security equipment reliability levels:first, the theory of reliability centered maintenance are introduced. Using webcams working cycle characteristics to set equipment degradation standards. The feasibility of video image peak signal-to-noise ratio method is verified through experiment, and ruled out the influence of the peak value signal-to-noise ratio under different light intensity. Using wiener process in equipment reliability modeling good application, the equipment degradation model based on the wiener process is established, and the model parameters are estimated. Secondly, using the bootstrap method to sampling, implementing the rationalization of video image sampling. Using the samples extracted by this method to obtain prior data and determine its prior distribution; Finally, the maintenance cycle of the confidence interval is calculated, and degradation sample data is estimated and predict security equipment maintenance cycle.
