In recent years, vocabulary such as, lifelong learning, learning outcomes certification, different types of education system connect with each other appeared frequently in our country’s education policy. The file 《National long-term education reform and development plan(2010-2020)》 pointed out that, It need to establish a learning outcomes certification system to meet the learners with different learning needs. Besides, it also need to achieve the vision of learners’lifelong learning and the vertical and horizontal convergence of education system that of all types and at all levels. In the year 2011, The file 《The twelfth five-year plan for national economic and social development program》 enacted by the council also mentioned that if we want to ultimately achieve the goal of mutual recognition and the cohesion of different kinds of learning achievement, It need to develop and perfect the learning outcomes certification system in the continuing education. In the year 2012, the ministry of education introduced the file 《Several Opinions on Accelerating the development of continuing education(Draft for Soliciting Opinions)》,It clearly put forward further that we need to establish the learning outcomes certification system about the continuing education that is conducive to realize the life-long learning of universal, explore to establish outcomes system that is good for academic education and non-academic continue education to connect with each other between the colleges and vocational and technical school. In addition, establish a mutual accommodation of national qualifications framework of lifelong learning between the education training system, diplomas and professional qualification certificate and so on. The above policy or file all involved establishing learning outcomes certification system about the continuing education. The purpose is to promote education of all types and all levels, such as vocational education and university education, academic education and non-academic education vertical and horizontal convergence, achieve the goal of learners’lifelong learning and build the "overpass" of lifelong learning. It is visible that the government has already attached great importance to learning outcomes certification from the policy in the era of lifelong learning.As a part of the learning outcomes certification, non-formal learning outcomes certification is a process of implementing certification, assessment and recognition, it assessments the skills and abilities obtained by learners who get it through purposeful and conscious learning activities, such as organization activities, education training, etc. The psychological theory show that everyone has the ability of lifelong learning and sustainable development. It tells us that continuous learning should be possible in people’ life. The non-formal learning outcomes certification make it possible for learners to have the opportunity to continue to study in the school system by the right starting point at any stage of life. It requires education of all types and at all levels mutually accommodate, different kind of education levels effectively connect. The purpose is providing the possibility of lifelong learning and the channel of sustainable development for learners.The thesis is divided into four parts.The first part, this part is introduction. It briefly introduces the background, the literature review, the purpose and significance, the methods, idea and innovations of the research, which makes the author clear of the writing train, this is the basis of writing..The second part try to define the connotation of the following words: formal learning, non-formal learning and informal learning, certification and learning outcomes, non-formal learning outcomes and non-formal learning outcomes certification. Then analysis and expounded the significance of non-formal learning outcomes certification. This is the foundation of analysis and argument of the thesis.The third part, it mainly introduces the practice of non-formal learning outcomes certification in the developed countries and regions, such as the U.S.A, the UK, the France and South Korea. This can provide reference for non-formal learning outcomes certification to develop smoothly in China.The fourth part, combined with the experience and shortage of non-formal learning outcomes certification in our country, referenced the common characteristics of non-formal learning outcomes certification in developed countries at the same time. The author try to pointed out the enlightenment of non-formal learning outcomes certification to our country in developed countries from the following six aspects, set up the service system, provide the laws and regulations, set up the organization, strengthen the team building, perfect the system construction and so on. This part is the core of the thesis.
