Community, as the basic carrier of urban administration and functions, has played an important role for the Party and the government to maintain close ties with the people and serve them. With the strenthening of social development and the increasing demand for community service, the study on patterns of community service is of great significance for the building of a service-oriented government. Volunteer means, without taking into account the material rewards based on moral conviction, conscience, compassion and responsibility, and to improve social services and contribute personal time and effort and personal technical expertise and the crowd. Social workers, referring to the social worker, based on the core values of self-reliance as a profession, to use cases, group, community, administrative and other professional methods to help clients develop their potential and to coordinate social relations, solve and prevent social problems and promoting social justice for the professional requirements of professional social workers. With the changes in the international situation, social development and transformation, social workers and volunteers play a role in their own environment and background also will be changed, and therefore need to develop innovative thinking on the linkage between the two, injected new meaning and strengthen efforts.At present, China is a market-oriented modernization and social transition. The community is a microcosm of society cells, but also society in a variety of complex social relationships and problems are reflected by the community, for exploring new ways of governance and services is imperative.Shenzhen began to introduce the service pattern of "community workers+volunteers" in an round way in 2007, which integrates the resources of social workers and volunteers, but the pattern is still a novelty in China and could not play a foil and active role in community service due to inadequate cooperation between social workers and volunteers.Especially in its exploration process, there are factors restricting the development, primarily limitations in policy, funding and management system, the government and social identity aspects.The thesis compares and analyses inadequacies of traditional community service characterized by disconnection between volunteers and social workers. Then it analyses in detail the operation pattern of a cooperation mechanism and its feasibility in community service by taking the Comprehensive Juvenile Service Center at Huafu Streat as an example. Relevant experiences and problems are discussed and countermeasures and suggestions are proposed by learning from experiences of Hong Kong and other foreign countries.The thesis combines theoretical analysis, comparative analysis and comprehensive analysis with case study. The thesis preceeds in the following way: Part I is an introduction, which includes research background, literature review, methodology and research content. Part II explicates the status quo of community service in Shenzhen and introduces relevant concepts of the service pattern of "social workers+volunteers". Part III is an empirical study on the status quo of the service pattern of "social workers+volunteers". By taiking the Comprehensive Juvenile Service Center at Huafu Street of Futian District as an example, it compares the new pattern with the traditional pattern and discusses relevant experiences, room for development and problems by learning from experiences in USA, Hong Kong and Singapore. Part IV proposes suggestions to perfect the service pattern of "social workers+volunteers".
