Comprehensive improvement of the quality of teaching and meeting the requirements of the curriculum are common goal of the College Physical Education teachers and students. In teaching, due to the traditional teaching ideas, teaching methods and students individual differences, there is contradiction of taking care of most students and take into account the individual needs of some students in the collective teaching organizations; In addition, because the enrollments in colleges and universities continue, the increasing number of students, the relative reduction of teaching hours, the uneven skill level of students lead to more prominent contradictions between teaching and learning. Faced with these problems and challenges, reforming the traditional teaching methods, applying new teaching methods has been mentioned on the agenda of, to that end, well-known American educational psychologist Bloomfield’s "Mastery Learning theory", and "Mastery Learning strategy" has been applied to teaching physical education by author.“Mastery teaching strategy” is such one that students learn best in teaching, and have sufficient time to study and master the material under the conditions of a kind of teaching method. Its central idea is that teachers divide teaching materials into sub-modules in collective teaching according to the teaching objectives of teaching, conduct a formative testing according to feedback, correct problems existing in student learning, and then conduct another formative testing to determine the students’ degree on mastering learning content.This teaching method plays advantages in the traditional classroom teaching, and take care of the individual differences of students, and make most students get excellent academic performance.In the paper, author mainly uses five methods, namely literature, mathematical statistics, interviewing experts, questionaire and experimental teaching. After establishing the teaching objectives, implementing teaching evaluation, regulating teaching feedback by the students and teachers having the sincere belief that the "everyone can learn," the author successfully completed the applied research-- the applied research of "mastery learning" the aching theory in general basketball courses of higher education. After the experiment, the author made the following conclusion through comparison of the experimental group and control group and data processing.1. There were significant differences between these students taught under "mastery learning" the aching theory and these students taught under conventional teaching, and the differences showed the former has more technical mastery and the understanding of theoretical knowledge than the later. Clearly, the effect of "master learning theory" in the teaching of basketball prefered conventional teaching, so it is feasible and effective to promote and apply "master learning theory" in general basketball courses of higher education.2. After the experiment, two groups of students on the "basketball teaching effect" survey showed that the experimental group’s non-intelligence factors, such as achievement motivation and self-confidence had been noticeably improved, but the control group was no big change.3.The development of teaching objectives,the teachers’ s selection to appropriate teaching methods and the teaching contents, and the student’s behavior in the class had played a very good leading role. The level of teaching objectives, the motives of students’ pursuing higher goal greatly enhanced students’ enthusiasm in the learning process, played students’ potential ability,and improved the students of the majority of learning level.4. The combination of diagnostic, formative, summative evaluations provided a strong guarantee for students’ mastery in studying content and teachers’ teaching. In particular, the implementation of formative assessment immediately showed problems existing in the teaching process in the face of teachers and students.The teachers can make measures to remedy teaching’s faults in order to nurture the students’ studying interest.
