Secondary vocational education is an important part of vocational education, as a pioneer of vocational education, the development of secondary vocational education affects the development of higher vocational education, only good to develop the secondary vocational education for the development of higher vocational education to lay the good foundation. The national medium and long-term education development plan outline(2010-2020), "pointed out that the development of vocational education is to promote economic development, promoting employment, improving people’s livelihood, the important way to solve the problem of agriculture, rural areas and farmers, which is a key link in the process of relieve the contradictions of labor supply and demand structure, must be in the more prominent position. To ensure the quality and quantity of secondary vocational education students and rural compulsory education and secondary vocational education must be effectively link up. This study is to explore the theme of the rural compulsory education and secondary vocational education in Shanxi Province students join the effective implementation way.On the basis of the research, this paper adopted literature study, comparative analysis and statistical analysis on the rural compulsory education and secondary vocational education in Shanxi Province students students convergence issues were analysed, put forward the secondary vocational education in Shanxi Province and the rural compulsory education students to connect and also exists in the secondary vocational education lack of systematic legislation, administrative measures, fiscal investment proportion is low, propaganda does not reach the designated position, teaching resources and other issues.Then by Germany, the United States and Britain of source of secondary vocational education quality and quantity of situation analysis, proposed as rich resources of Shanxi Province provincial capital to experience, the three developed countries for reference in the secondary vocational education mature legislative and administrative ability, adequate financial support, national emphasis on secondary vocational education and teacher force strong, etc, to develop, absorb the advanced experience of development itself.Finally, through to the experience of developed countries, proposed the Shanxi Province should be prescribed by law to secondary vocational education as compulsory education; Guarantee the rural compulsory education and secondary vocational education financial investment continued to grow; Set up a reasonable educational system and the absorption strength of teachers; Secondary vocational education and good interactive mode of rural compulsory education, so as to realize the secondary vocational education in Shanxi Province and the rural compulsory education students strong cohesion, promote the secondary vocational education and benign and healthy development of the rural compulsory education.
