The report of the party's 19 th national Congress stresses: Strengthening education is fundamental to our pursuit of national rejuvenation.We must give priority to education,promote the integration of compulsory education in urban and rural areas,and attach great importance to compulsory education in rural areas.Compulsory education in rural areas has made great achievements,but we should also be aware that the shortcomings of the development of China's education is still rural compulsory education.A country's prosperous depends on teachers.The soul of rural education are teachers,and a group of highly qualified,high-quality and professional teachers is the hope of revitalizing rural education.As a county-level city in Hunan,Liuyang City is not only a city with a large rural population,but also a major education city.As early as 2007,Liuyang took the lead in making the decision to build a strong education city,pursuing a balanced development of compulsory education,and regarded “making people satisfied” as the goal of education development.With the acceleration of the urbanization process in recent years,teachers in rural compulsory education have continued to move to cities in a large scale,which has aggravated the imbalance of urban and rural compulsory education development.Promoting the balanced development of urban and rural compulsory education through teachers' flowing as a breakthrough has become the consensus of all walks of life.Therefore,this paper attempts to take the town of Liuyang as a sample to study the current situation of rural compulsory education teachers,their willingness to move and the main influencing factors through literature analysis,data surveys,visits and other ways.After analysis,it is found that the scale of flow is relatively large,and the direction of flow shows that "urban" is the main feature of rural compulsory education teachers.Young and middle-aged teachers have become the main body of flow with a high proportion and strong willingness to move.There are some differences in the orientation and willingness of rural teachers with different titles and gender.The scope of flow is mainly concentrated in the system.It is pointed out that the unevenness of economic development between different regions,the long living of urban-rural dual structure,the insufficiency of rural financial supply and factors such as family,material treatment,career development space,education policies will have different impacts on the flow of rural teachers.Through the research on relevant countermeasures,on the basis of establishing a sound teacher flow system,coordinating urban and rural education investment,improving teachers' welfare and comprehensive considering of the particularity of rural teachers,setting up a mechanism to encourage and compensate this group scientifically and specifically,guiding and promoting the rational flowing of compulsory education teachers,we will further improve the allocation of teachers in the same region,promote the balanced development of compulsory education and accelerate the modernization of education in China.
