The Study Of Service Administration Collaborative Governance For Family Planning Of Migrant Population In Shanghai

Along with the advancement of urbanization and industrialization in our country, the scale of the migrant population is increasing rapidly. From 1982 to 2013, the migrant population has increased from 6.57 million to 2.45 billion. Now our country is in the key period of reform and social transformation, the State Council attaches great importance to the work of the migrant population, the State Council has also published a series polices to strengthen the management of the migrant population, the management pattern of migrant population has changed from the preventive administration to the service administration, and the administration organizations put more emphasis on providing better services to promote the formation of a rounded system gradually. To be as a main aspect of the management of migrant population, the family planning management played an important role in the management of migrant population. Nowadays our administration principle of family planning for the migrant population is "the current living places take the main responsibilities, and the places of domicile will elaborate the auxiliary function", but the migrant population are across the living land and household registration, how to strengthen the management of family planning of migrant population to provide a better basic public services.This paper is mainly from the perspective of service administration, combined with the administration practice of the migrant population family planning in Shanghai, then discussed the problems of the migrant population family planning in multi subject cooperation and provincial cooperation. The main problems are:other family planning related departments, social organizations, the private sector and other major subject are not connected; there is no effective institutional arrangement for the cooperation between the living land and the place of domicile, the job of service administration can’t carry out wildly in practice. Then this paper summarizes the basic framework of cooperation in family planning service administration in Shanghai from the perspective of cooperative governance theory. The paper analyzed the path and the specific content of cooperation in detail, the main contents include the family planning certificate administration, technical service, information interflow and social compensation fee collection and so on. These four aspects covered the main content of family planning and constituted a relatively complete system. In addition, according to the basic framework and main contents of family planning service administration, We established the measure of safeguard of migrant population family planning service administration, which includes the mutual cooperation of the living place government, the third sector and the private sector, administration mechanism of the administration institution, clarify the responsibility of the every subject, optimize management information network.
