Research On The Professional Skill Improvement Of New Generation Migrant Workers

The report of the Nineteenth National Congress first proposed "high-quality development",indicating that my country's economic development has shifted from high-speed development to high-quality development.Improving the quality and efficiency of economic development has gradually become the main theme of economic development in the future,and there is a greater demand for professional and skilled personnel.Strengthening the team of high-level professional skills through vocational skills upgrade is a practical need to promote economic transformation and upgrading,an effective measure to resolve structural employment contradictions,an inherent requirement to promote the process of new urbanization,and an important factor to improve the quality of human capital Guarantee.In the current labor market,the new generation of migrant workers is the leading part of my country's migrant workers and the main source of new labor in cities.It has made important contributions to socialist modernization and urban economic development and has undertaken a new historical mission.The state clearly requires strengthening the vocational skills of the new generation of migrant workers,so as to drive the overall improvement of the quality of migrant workers.The number of new-generation migrant workers is huge,and the vocational skills are generally lacking.They are on the edge of the job market,and there is a greater demand for vocational skills improvement.more obvious.In this regard,the centralized integration of relevant policies and resources and the improvement of the implementation mechanism have certain practical significance for the development of the vocational skills of the new generation of migrant workers.This article first gives a brief overview of the background,significance and literature review of the selected topic,selects public policy execution theory and collaborative governance theory as analytical tools,and mainly uses literature research methods and questionnaire survey methods to conduct research.Secondly,it sorted out the vocational skills work ideas and policy documents related to the improvement of vocational skills of migrant workers in the government work report of my country in the past two decades,and analyzed the current work situation.Inorder to further discover the problem,we selected Z City,Henan Province,a large human resources city,to conduct field investigations.Based on the relevant data reports and questionnaire survey results,we analyzed the problems and reasons presented by the new generation of migrant workers in Z City in the process of upgrading their vocational skills.Finally,using public policy execution theory and collaborative governance theory,the solution focuses on the implementation of a multi-subject cooperation mechanism,improves the security mechanism,supervision mechanism,and effect evaluation mechanism,and explores the optimization path of the new generation of migrant workers' occupational skills improvement mechanism.
