China is a unified multi-ethnic country, and there are many ethnic minorities. Many of whom are the distinctive characteristics of ethnic villages, for example, Zhai Peng, Chemy village in Hubei,Deben village, Car fishing village in Hunan. Minority ethnic villages are historical testimony of national development and changes, and it is the important carrier in national cultural heritage and development. Ethnic villages development and protection is an important part of our national work, and it is a great significance to carry out the construction and development of ethnic villages actively for promote economic and social development of minority areas, and ethnic minority areas and cultural heritage protection also depend on this job. China always pay a serious attention to the job, and there are a series of positive results in the process since the 1980s, which greatly promoted the development of ethnic minority areas. However, not only in protection methods but development patterns have some issues that should not be ignored as well. Paper takes Ewenki Aoluguya village as a case to study the construction and development of minority ethnic characteristics villages so that national development policies, traditional culture protection policies have a good starting point and a solid foothold. At the same time, paper take some research approaches, such as questionnaire, to study construction and development experience in Aoluguya township development process to promote the other ethnic villages development in China.Thesis researches "ethnic characteristics villages" issues about development at home and abroad in recent years for the overall commentary and found that there is something wrong with the research process and perspective.And it is the basis that the theory of governance and cultural rights for research on current status of the minority areas of economic and social development as well as development within villages inhabited ethnic characteristics. In this context, the current situation through field survey Ewenki Aoluguya rural village development characteristics were studied and put forward the main problems facing the development process, and finally the issues raised against the corresponding development proposal and summarizes the Ewenki Aoluguya rural villages characteristic inspiration of other ethnic communities in the development of characteristic villages.
