The education of the new century is for all citizens, the core task is to improve the citizen’s scientific literacy. The value of chemistry experiment and inquiry teaching is very important in junior high school chemistry teaching. It emphasizes that the teaching must help enhance students’knowledge of science through taking part in investigation process, help students master the basic method of scientific inquiry, help students form the ability of scientific inquiry. Scientific observation is one of important methods of scientific inquiry and the precondition of asking scientific problems. In current situation of inquiry teaching implementation, there’s many inquiry teaching practice which is based on chemistry experiment or situations in daily life. There’s also many research and teaching practice about the type and teaching strategy of inquiry teaching. However, there are still some problems about inquiry teaching from the view of teaching practice. For example, today’s inquiry teaching paid more attention to students’operation process than thought process; laid more emphasis on the completeness of the factors of scientific inquiry activity than comprehension and the development of students’scientific inquiry capacity, nor did it embedded the value of scientific inquiry in developing of students’thinking and ability. How to take their advantages when the novice teacher faced these difficulties, and reduce the disparity gap between the novice teacher and expert teacher to improve teaching level of the novice teachers will be solved in this research.This research focused on collecting evidence of scientific inquiry factor and analyzed the importance of developing students’chemistry observes ability to foster the ability of scientific inquiry.The research mainly adopted the methods of action research, combined the theory of teaching reflective, zone of proximal development, constructivism and the factor of scientific inquiry, used "Explore the candle burning" as its carrier. The aim of this research is to develop the students’chemistry observes ability through watching teaching activity of expert teacher, imitating their teaching activity, self-reflection and appraisal. The research also recorded the difficulties and solutions when the novice teacher explored inquiry teaching and improved teaching ability. There are three conclusions in this research:first, defined the behavior about chemical observation ability; second, put forward the strategies of developing students’chemistry observation ability; third, how to improve teaching ability of the novice teacher. This research will afford the novice teacher some teaching experience and the education experts some true and reliable data for study about teacher’s inquiry teaching ability.
