Research On Cultivating New Professional Farmers In Urban-Rural Integration

With the development of modernization and urbanization in our country, the development strategies for urban-rural integration have been put forward. Urban-rural integration is the fundamental way to solve the issues concerning agriculture, the countryside and farmers, and agricultural modernization is the standard of urban-rural integration. However, traditional agriculture can’t satisfy the needs for farm produce that modern society requires. So it becomes the key to the economic development in our country to realize agricultural modernization. At present, in the countryside, there is a shortage of pragmatic talents, the quality of rural labor force is not high, and students related to agriculture are eager to "run away from agriculture". If things continue this way, there will be a shortage of excellent agricultural successors, which will badly affect the course of agricultural modernization in our country. In order to handle the contradiction between farmers’qualities and the development of agricultural modernization, "cultivating new professional farmers" was first put forward in No.1 document of Party Central Committee in 2012.In the practice of cultivating new professional farmers all over the country, secondary vocational schools in Hebei Province have achieved greatly in sending education to the countryside. In this article, several typical counties and cities from Hebei province are selected as investigatory objects, through on-the-spot investigation and study, and issue analyses in the course of cultivating current new professional farmers, corresponding countermeasures are put forward, in the hope of offering reference experience and ideas to the cultivation of new professional farmers in our country.There are five chapters in this article.Chapter 1 sets forth the research background and meaning, summarizes he theories of researching new professional farmers, at home and abroad, and raises the research contents, methods and technical route, according to the background of urban-rural integration development, a lack of pragmatic talents in the countryside, rural hollowing, and the contradiction between farmers’qualities and the development of modern agriculture.Chapter 2 discusses the concepts related to urban-rural integration and new professional farmers. First, it expounds the concept of urban-rural integration, and sums up and raises the relationship among urban-rural integration, modern agriculture, rural vocational education and new professional farmers. Then, it puts forward the concept of new professional farmers based on urban-rural integration. Finally, it brings up the concept of cultivating new professional farmers under the background of urban-rural integration development, points out the difference between cultivating new professional farmers and training farmers, and makes clear the particularity of cultivating new professional farmers.Chapter 3 points out the current issues of cultivating new professional farmers, and deeply analyzes the causes of the issues, through investigating, studying and analyzing secondary vocational schools’sending education to the countryside and some secondary vocational schools’specialties related to agriculture in Hebei province.Chapter 4 combining urban-rural integration, raises optimized countermeasures in accordance with cultivating new professional farmers with era characteristics:making clear the government responsibility, and creating good environment for new professional farmers’ appearance and development; using the experience of other countries for reference to perfect the laws and regulations for cultivating professional farmers; pushing on special development related to agricultural vocational education; innovating and perfecting the patterns of cultivating new professional farmers.Chapter 5 makes a summary.
