Research On The Problem Of The Government Cultivating New Professional Farmers Under The Background Of Urban-rural Integration

No matter whether we promote countryside revitalization or urban-rural integration,China’s continued modernization hinges on the underlying premise of urban-rural convergence,which is one of the important ways to improve the living environment.Against the background of the implementation of urban-rural integration,the development of farmers will gradually emerge from the current situation of low income,insecurity and few opportunities,gradually improve urban-rural relations,narrow the urban-rural gap and move towards a path of specialization,skill-building and specialization.The 14th five year Program also clearly points out that we should "strengthen the new agriculture business entities that complement agriculture with work,take the town with the city,and promote the development of rural areas to achieve mutual promotion of agriculture and industry,urban and rural areas complement each other,integrated development and common prosperity" A new professional farmer cultivation project should also take full advantage of the opportunities for urban-rural integration and development,to shoulder the important responsibility of farmers’ cultivation,and to build a highly professional standard,skills and abilities team.Tapping the intrinsic potential of farmers,stimulating the vitality of rural construction,narrowing the gap and laying a foundation for the construction of a beautiful China.In the context of urban-rural integration development,this article takes Qian xi County,Hebei Province,as the population,and based on field visits and research,analyzes the causes of the emerging professional farmers’ cultivation and puts forth appropriate proposals and solutions in order to offer some research ideas to academics and relevant authorities on policies to study.In the context of urban-rural integration development,this paper takes Qian xi County,Hebei Province as the research object.Based on field visits and research on the cultivation of new professional farmers in Qian xi County,this paper analyzes the causes of the problems in the cultivation of new professional farmers in Qian xi County,and puts forward corresponding suggestions and countermeasures in order to provide scholars and government departments with some research ideas on the relevant policies of the county government in cultivating new professional farmers.By using literature research method,this paper firstly outlines the overall context and reviewing the current research results at domestic and international level,the internal structure among urban and rural integrated and the cultivation of new professional farmers are summarized,also establishes that the theoretical basis of this thesis originates from Maslow’s theory of demand level,human resource development and regional balanced development theory,refine the basic framework for the research.Secondly,survey on the incubation of occupational farmers in Qian xi via questionnaires and interviews the cultivation effect and curriculum setting status were analyzed,and the factors influencing the cultivation,satisfaction and the sources of the training channels and the status quo of the training of vocational farmers were investigated,and the reasons for these problems were found out.Thirdly,through comparative analysis,the successful model of cultivating new professional farmers Chong Zhou,Sichuan nan Ling,Anhui and Suzhou was selected.It is found that mobilizing the enthusiasm of farmers,perfecting the diversified cultivation model,ensuring sufficient capital,has experience enlightenment for the cultivation of new professional farmers.Finally,through combing the relevant theoretical foundation,promote the deep integration of production,research and development,improve curriculum innovation;second,encourage social organizations to participate in cultivation and improve the multi-governance model;third,strengthen policy publicity and guide farmers’participation;and fourth,refine the assessment system scientifically and identify the subject of the whole monitoring process.Cultivating new professional farmers is a systematic and long-term project,especially in the context of rural-urban integration,which can reposition the value of farmers and create new opportunities for the development of the times.Therefore,this paper can provide working thoughts for county governments,especially those led by secondary industry,to advancing the growth of new professional famers.
