The policy of cultivating professional farmers is an important measure taken by the government at all levels of the party and the country to alleviate the severe practical problem that there is no successor to agriculture.As a social engineering which has long-term strategic value,professional farmers cultivating work is far more than the professional training and recognition of farmers,but also contains long-term training and support for professional farmers,so the cultivating policy needs for persistent large-scale public investment.In practice,however,identification and assessment of the policy effectiveness is generally lack of scientific and systematic theoretical analysis framework.In order to avoid "policy idling",it is urgent to determine the key factors affecting the long-term effect of the cultivation policy of professional farmers based on the guidance of scientific theories.Based on the theory of career management,this article chooses professional farmers' professional identification as the core indicator of the long-term effect of professional farmers cultivating policy.And with professional identification as the dependent variable,policy in the cultivation of professional farmers' perception,individual career management as well as the new "professional farmers system pilot" policy environment,etc as independent variables,the article has established amoderated mediating model to carry out an empirical research on a sample of suzhou professional farmers(n=316).The purpose of this article is to explore the objective law of howprofessional farmers cultivate policy influences on farmer professional development with a new and systematic perspective.It can provide a comprehensive analysis framework for the follow-up research,in which the external causes of policy and the individual internal causes of professional farmers are included.And it also provides a scientific basis for the content formulation and effect measurement of relevant policies in reality.The main empirical conclusions of this paper show that :(1)the mapping variable of the cultivation policy of professional farmers--the cultivation policy perception of professional farmers(organizational career management perception)has a significant positive impact on the professional identification of professional farmers;(2)the internal individual career management of professional farmers has a significant positive impact on their professional identification;(3)internal individual career management is an intermediary variable in the relationship between the perception of the cultivation policy of professional farmers and their professional identification;(4)this paper also finds that the policy environment of "new professional farmer system pilot" does not meet the negative adjustment effect expected by the research,and based on the extended data analysis,it explores the causes,and explains the change of the overall influence path and effect intensity of the regional professional farmer cultivation policy on the professional identification of farmers under the "strengthening policy environment".In addition,based on the qualitative data of the interview(n=32),this paper also conducted supplementary evidence on the causal relationship between the research variables,conducted in-depth discussion on the research conclusions,and proposed policy Suggestions on further strengthening the career management of professional farmers based on the conclusions and discussion results.
