To stimulate the learning and creative enthusiasm of the postgraduates and strengthen the responsibility consciousness of their tutors, and ultimately, to promote the scientific cultivation of the innovative school talents, ever since the year 2006, some of the colleges and universities have initiated experimental reforms of postgraduate cultivation system, in accordance with the earlier reforms carried out in postgraduate tuition fees and cultivation cost. An inevitable demand of the social development, the reform is also an essential requirement of the development of postgraduate cultivation itself. It reflects people's deeper understanding in the real nature of postgraduate education.But problems have come up during this experimental process. They are mainly and profoundly shown in the following aspects. To give a few examples, understanding deviations of the reform itself existed, some of the main participants didn't get their deserved attention, the reform measures were not without defects themselves, and discussions on the relevant theory were far from enough. This paper ascribes these problems to the fact that the reform is currently still in its primary stage. Especially, with the furtherance of the reform, the on-going reform measures meet with unprecedented challenges, and the difficulties in scholarships, financial grants and tutorship system reforms have already emerged. The launch of new educational policies together with the 2008 worldwide economic crisis has worsened the situation.The essence of the reform, no matter what reform measures we take, is to adjust the relations of production in postgraduate cultivation, and to straighten out the various relations between the postgraduates and their tutors as well as their administrative institutions and academic courses, so that they each can assume their respective roles while working closely together and give full play to their creativity. Only in this way can we cultivate qualified postgraduates. In the present circumstances, the reform can be deepened in the following ways such as guiding public opinions, increasing financial input, pioneering new ways of thinking and supplementing the existing rules and regulations.
