The Employment Injury Insurance system is conducive to the protection of the vital interests of the employees. But the original Employment Injury Insurance system had neglected the urgency and necessity of the early treatment of injured employees. The Payment-in-Advance Policy of Employment Injury Insurance which was published on “The Social Insurance Law”2011 had made that shortage up. However, it worked not so well from 2011 till now. Because most of the employees who apply for advance payment from social Insurance fund management center, ended up with failure. The Payment-in-Advance Policy of Employment Injury Insurance had already become a decoration because of the employees’ disappointment.It had nearly 6 years since the publishment of Payment-in-Advance Policy of Employment Injury Insurance, but the number of the successful cases was very low. Because of the lacks of publicity, the consideration of security risk of the fund, lacks of implementation details and so on. For this purpose, " operating rules of Payment-in-Advance Policy of Employment Injury Insurance in Guangzhou city" was published in 2014. Although it had made some progress, it still has many problems. The Implementation of Payment-in-Advance Policy of Employment Injury Insurance in Guangzhou City still has a long way to go.This paper analyses the formulation, implementation, monitoring and other aspects of Implementation of Payment-in- Advance Policy of Employment Injury Insurance in Guangzhou City.
