Research On The Implementation Of Advance Payment Policy Of Injury Insurance Fund In Changzhou

The "Social Insurance Act of the PRC" implemented on July 1,2011,stipulates for the first time the policy of advance payment of work injury insurance fund in the form of law,providing timely relief and practical guarantee for the life and health rights of industrial injury.This one policy is a highlight to industrial injury,but to organization of social insurance is executive difficulty.Work injury insurance fund advance payment policy to involve industrial injury,employing units and third party,broke through the established limits that industrial injury insurance handles business,add relevant related system to still be not perfect,to social insurance handles brought great challenge.Therefore,it is extremely urgent to improve the policy of advance payment of work injury insurance fund.This paper is aimed to carding predecessors' research results,on this basis,from the definition of work injury insurance fund with the concept of advance payments,mainly through case analysis and depth interview method,using facts,data and cases,in-depth analysis of Changzhou work injury insurance fund interim payment policy implementation present situation,discusses the problems existing in the implementation process,analyzes the causes of these problems;and from the perspective of relevant theories,this paper puts forward the optimization countermeasures to solve the problems existing in the implementation of advance payment of work injury insurance fund in Changzhou,so as to further improve the effect of advance payment of work injury insurance fund.In view of the problems existing in the implementation process of the advance payment of work injury insurance fund in Changzhou city,and drawing lessons from the experience of Germany,Japan and Taiwan,this study puts forward countermeasures from four aspects respectively:improving top-level design,issuing detailed rules for implementation,strengthening policy propaganda and team building,working along with industrial prevention and universal coverage of the social insurance together.It is hoped that the research results can not only promote the development and improvement of this policy,but also provide reference for relevant government departments to formulate relevant policies,so as to truly achieve barrier-free implementation,and thus more effectively protect the legitimate rights and interests of industrial injury.
