With the advancement of the construction of our country’s smart city, our cities’ wisdom level becomes higher and higher, our people’s life becomes more and more convenient and comfortable. However, the construction of smart city is faced with the bottleneck of development now. The reason is that, during smart city’s construction process, constructors focus on the construction of the infrastructure, related application of science and technology,city management and other factors, ignoring the attention to the subject of construction ——intelligent talents. Intelligent talents,as the inventors, constructors, coordinators and operators of the smart city, play decisive roles during the construction. But the reserves of intelligent talents is a long period process. That is to say, only when we do the talents reserves work well, can we figure out the bottleneck problem of development.As a developed country, if we want to occupy a space through the construction of smart city, we should consider the problem from the root. Through comprehensive analysis and evaluation of smart city’s intelligent talents reserves, this paper reaches the conclusion that the current intelligent talents reserves system has many problems and deficiency, then according to the forecast of intelligent talents’ future demand,puts forward the intelligent talents reserves plan which aims at the future construction of the smart city. All of these are used to solve the development bottleneck problem from the talent angle, in order to boost smart city’s future development.The research content of the paper mainly includes the following parts: The first part is the introduction in which has expounded the research’s background, meaning,methods etc. The second part is the overview about the construction of smart city and reserves of talents, it has elaborated the concepts, characteristics, current situation and the relation of the two. The third part is about the necessity of reserving intelligent talents for smart city, mainly explains from three aspects: the demand of talents, the structure of talents and the competition of talents. The forth part mainly analysis talents reserves’ current situation and problems in our smart city. This paper talks about talents reserves’ current situation from general status, policy status,administration status and talents environment. The problems of talents reserves can be concluded as deficiency of science and technology innovative talents, deficiency of specialized high-skilled talents, deficiency of compound administrative talents. And then explains the causes of those problems. The fifth part states the strategic target,primary mission, solving routs of smart city’ talents reserves problem. The sixth partis the conclusion and prospect of the paper. The mainly innovation point: this paper has designed and developed a set of strategies about smart city’ talents reserves which is according to the current construction and future demand, these will provide our country’s future talents reserves work with use for reference.
