| As the beginning of education system, preschool education is the foundation of the essential-qualities-oriented schooling. With the strengthening of consciousness, people pay more attention to the preschool education. Purchasing services becomes one of the main means for government to slove the problems in the field of pre-school education, including Jinan, the provincial of Shandong. There are a series of achievements but some questions in the process. Find the problems and give policy recommendation is the main propose of this thesis.Firstly, this article presents the status of Jinan government to purchase pre-school education by review relevant information. There are some problems in the purchase process, including unified-process, single-form, low-satisfaction, ignoring the vulnerable groups. Secondly, in order to further study the problems in the process, the article builds evaluation index system from input cost, output efficiency, public satisfaction, social equity with reference purchasing-public service performance research. Then it gets the reasonable evaluation index system which is composed of 16 evaluation indexes by membership analysis and fixed-sum-scaling method to determine the index weight. Afterwards we get the data through on-the-spot investigation, measure and analysis the results every urban area government purchase pre-school education service performance by the fuzzy comprehensive evaluation method. In order to solve the above problems, the article introduces four domestic and foreign cases. Combining problems existing in the current government purchase of preschool education service and domestic and foreign experience for reference, we give advices from further transform government functions, adjust measures to local conditions to choose to buy model, build a Pratt and Whitney pre-school education system, pay more attention to vulnerable groups to put forward the level of government performance in purchasing pre-school education. |
