As an important educational activity, civic education exists widely in each country of the world. It is often penetrates in the life of each citizen in the form of religion, teaching, social activities, and so on. The essence of civic education is to cultivate a kind of civil responsibility that consciously identified with and loyal to the country. College students as an important object of citizenship education, have the hope and future of our country on their shoulders. Enhance the effectiveness of civic education not only conforms to the trend of the social development but also is the inner demands of the college students` development.The reason why college students’ citizen education is important is not only because of the students themselves but also lies in the profound connotation and value function that the citizenship education bears. In theory, it is not merely only the thought pioneer to improve overall qualities of individual citizens, but also is the subject of a country to cultivate "qualified citizens" and "responsible citizen". In practice, strengthening the civic consciousness--the healthy and rational cognition is beneficial to realize prosperity and enhance comprehensive national strength. This article combines the citizen education theory and practice experience at home and abroad and illustrates the importance of civic education.In order to make the college students’ citizen education more pointed and pragmatic, this article bases on a multi-dimensional perspective, such as domestic and abroad, achievements and problems, theory and practice and uses literature analysis, comparative analysis and empirical research as method; the survey results of some Chongqing`s universities as sample data; the civic education development in our country as theory and practice reference, explores the present situation and existing problems of the college students’ citizen education. Combined with the empirical analysis, four main factors of why college students’ citizen education effectiveness weakens was summarized in this article. Through the analysis of the empirical research and literature reference found that strengthen college students’ citizen education effectiveness must be based on reality. Therefore, this paper argues that to strengthen college students’ citizen education effectiveness not only need the support of policy and the attention of the universities, more need to the whole society education resultant force of power, On the basis of considering both theory and reality, strengthen the consciousness and effectiveness of college students’ citizen education.
