The Study Of Group Visit Of Retired Workers From Institution-transform Enterprise And The Intervention Of Social Work

With the deepening of the classification reform and pension performance reform of public institutions, the income gap among retired workers from institution-transformed-enterprises is widened. On the one hand, due to the existence of shared interests among groups, the link between each other can be easily built based on mutual understanding and trust in asking for increase of retirement wage and higher level of social security, and the leaders in those groups can play their advantages to organize groups for their own rights. On the other hand, there are actually some ’cutting one’s own wrist’ reforms in the transform process of institution-to-enterprise. Some related policy connects are not in place. Therefore, to safeguard the interests of the masses, the party and government provide channels for petition letters and visits to reflect public opinions and solve the difficulties and problems encountered in life. Retirees from institution-transformed-enterprises can regularly do petitions to X City Bureau for Letters and Visits per Wednesday to ask for compensating the full length of service to maintain their own interests.This article reviews those literatures about the study on institution reform,the study on institution eld-age insurance system, the study on the problems and contraditions caused by institution transformed enterprise, the study on interventions to group visits from soicl work and so on, to understand the situation and problems of institution reform and the possibility of intervention of social worker. On the theoretical basic of social safety theory,collective behavior theory, crisis management theory and empowerment theory,taking perennical petitions of four groups in X City as example by the way of participating observations individual interviews,and seminars to understand the characteristics of group visits of retired workers from institution transformed enterprise at the present stage,the development trend of contraductions and the reason analysics of their formations.In current stage, the characteristics of group visits of retired workers from institution-transformed enterprises, are as followings:the rationality of group demands and legality of such petition behaviors; difficulty to handle with repeat petitions; high organization of petition staff; irrational petition and emotional petition matericals; mutual exchange of experience between petition groups. Illusions and Fluky psychology of the petitors with the overall situation awareness to work together with the government; the court’s disregard of the petition case on the reform.Such contradiction the normalization of group visit/petition won’t disappear during the time of "the 13th Five-Year Plan", the group visit conflicts of retired workers from institution transform enterprise won’t be intensified furtherly.Group visit of retired workers from institution-transform-enterprise is caused by the lack of target of policy, the cost of enterprise development,opportunity cost of personal choice, and insufficient ability, of individuals.The hard handle with the contradiction of group visit is caused by the imperfect,laws and regulations,unable to afford the institution supplements.When facing the group visit problems of retired workers from institution-transformed enterprises,it is necessary to respect the history and face up to the reality principle. Adhere to regional links to achieve synchronous solution of reason and law. Integrated ues of reason and law,intervention of social work,and the interaction between public seators and social forces to weaken gradually the contradutions of institution transformed-enterprise and furtherly solve it.
