Teaching reading always has very important status in the Junior High school language reading education.New Course Standard cleared the meanings and assignments of reading lessons, the concept “Students are the main entity of studying” should be firmly followed. However, it is never easy to spread a concept with all kinds of obstacles: some students don’t like Chinese language course, nor fans of reading; students lacking participants in classes, teachers hollow in their own storage of knowledge and weak in control during lectures.To gain better understanding towards the existing issues, I concluded elements through analysis problems. For teaching: limited knowledge, conventional concepts and changeless methodology. For student: low starting point, lack of interest and unprepared cognation.For society: lack of specific facilities and internet supervision for reading.With thorough analysis, I propose from three perspectives. Teacher: cultivate knowledge to achieve integration, renew the methodology; improve teaching ideas according to different students and modify appraisal system. Student: broaden their own knowledge, intrigue reading appetites and regulate reading behaviors. Society: renovate social concepts, establish proper facilities and supervise the Internet to make it a healthier studying environment.This study was inspired by lecturers’ practices, based on the findings of predecessors, for problems in Junior High school language reading education due to the absence of the concept “Student-based Education” and aiming to explore and strategize, by digging through documents and analyzing results acquired from questionnaires, with the hope that through this study recognition could be raised during practical education and “Student-base Education” can be implemented in order to strengthen the identities of teachers and students as people who show and demonstrate knowledge and people who receive and acquire them correspondingly. And the soul of New Course Standard can be truly a guiding beacon.
