The scientific research level embodies the comprehensive strength of a country, the universities undertake the important task of scientific research as an important part of national innovation system of science and technology. Under the social background of countries for universities’ gradual growth in scientific research and universities teachers’ employment system for examination and assessment, the state attaches great importance to teachers’ scientific research evaluation. University teachers’ professional titles is a comprehensive evaluation on teachers’ scientific research level, work ability, teaching results, it involves the immediate interests of every teacher, it is about the play of university teachers’ enthusiasm and creativity and the stability and development of teaching staff, therefore, the university teachers’ title appraisal work affects the hearts of teachers every year.Based on above, this paper studies from the perspective of professional universities teachers scientific research evaluation. By learning and using for reference on typical creative country abroad university teachers’ scientific research evaluation system. The author has carried on the brief overview for evaluation of universities teachers’ scientific research in combination with the related management theory knowledge and universities scientific research development localization and the teachers’ scientific research evaluation practice. She has made a detailed analysis for the evaluation of teachers scientific research present situation, problems and their causes specific to the university in chengdu as an example, put forward the related countermeasure to perfect the teachers’ scientific research evaluation and the suggestion according to the ministry of education files<on deepening the reform of higher school science and technology evaluation opinions> and " The national work conference on colleges and universities of science and technology in 2014". This can play a certain reference role on optimizing the resources distribution of scientific research, solving the current university teachers’scientific research evaluation unreasonable phenomenon and promoting the scientific research management in colleges and universities.According to the study, the evaluation of the chengdu university teachers’scientific research work which exists some problems, listed as follows:evaluation oriented utilitarian, Single evaluation standard, evaluation method of quantity light quality, heavy form light substance. For its reason, It mainly includes the followings:the deviation of evaluation purpose and system, a serious administrative trend in the evaluation; ignorance of the discipline difference; ignorance of the scientific research activity regularity. These problems have been affect the sustained and healthy development of the university teachers’scientific research work, so they must be changed. To solve the problems which existing in the evaluation of universities teachers’scientific research work, the key factors are as follows:first of all, it needs to establish the idea of "teacher" and focus on the purpose of the evaluation, standard; Secondly, it needs to establish and improve the universities teachers’ scientific research evaluation system. For example, practising mutiple level classification evaluation combined with regular of scientific research activities in colleges and universities; implementing the "analytic hierarchy process (AHP)-peer review" the combination of the combination of qualitative and quantitative evaluation method in order to improve the performance of scientific research as the goal; building a reasonable teachers title evaluation index system of scientific research. Specifically, on the basis of analyzing School teachers title research review condition in combination with the present situation of university teachers’ scientific research activities. The author constructs the index system on the basis of comprehensive selection index, uses the analytic hierarchy process (AHP) to calculate the index weight, realizes teachers title evaluation of scientific research in colleges and universities through expert appraisal ultimately.
