In National “12th Five-Year Plan”, with the requirement of creating a new scientificdevelopment, our country entered a new round of scientific and technological developmentstage. The reform and regulation of the performance appraisal system of scientific researchproject has aroused widespread concern among different sectors of society. Manyorganizations undertake research projects whose natures, scale, division of labor arecompletely different. Universities are among the main holders for those research projects.Their management policies and implementations status of research funding are not only amodel for other organizations, but also provide a reference for other organizations to promotethe development of new ideas for performance evaluation. One is to ensure a transparentperformance appraisal system, second is to perfect the academic credit system, third is to paymore attention to converting the research, fourth is to train more high-caliber personnel.This paper focuses on the reform and regulation of the performance appraisal system ofscientific research project. Firstly, according to the questionnaire from some experts, establishthe performance appraisal system, including scientific research achievements, teamconstruction, personnel training, the economical and social benefits. Secondly, use theanalytic hierarchy process, to analyze the weight of each index, and determine the weightvalue. Finally, we focus on college N’s typical scientific research project funds data of theperformance evaluation, put forward existing problems and their causes, and give somecorresponding solutions.The innovation of this article is that the performance appraisal system is based on thetheory of balanced scorecard. From the deep analysis of existing performance appraisalsystem, we put forward evaluation index system based on expert questionnaire, using theanalytic hierarchy process to determine the weight of each index. Meanwhile, by applying theperformance appraisal system in N college, the paper discovers the problem existed andpurposes suggestions.
