With the deepening of the reform and economic sustainable development, education reform and development also put forward higher request for the whole quality of teachers. The teacher training as an effective means to improve teachers’ professional quality is also more and more valued by the education experts and the administrative department of education. Teacher training has become the key of the education reform and development. In 2010 China ministry of education and ministry of finance began to implement an training project in which the aims is to improve overall qualities of primary and secondary school teachers especially massive rural teachers in the primary and secondary school teachers, hereinafter referred to "National Training Plan". In 2014 the national financial education funds expenditure accounted for more than 4% of the proportion of GDP for the first time. The performance of "National Training Plan" as a major education funds investment project in 6 years has in great argument between many experts and scholars who study the performance as an important research field. And the performance technology provides a way to explore this issue. The performance technology has been applied in the enterprise training performance technology, and it has been applied to the education and training field.The paper firstly reviews and summarizes research achievements of predecessors and puts forward using the balanced scorecard for the model to study performance evaluation of H Normal University "National Training Plan" project under the guidance of the methods of online interview and literature research. This article firstly introduces other methods of performance evaluation and selects the balanced scorecard as a foundation for the research of this paper, and then builds evaluation model and system. the author summarize the situation of training and evaluate and analysis performance of excellent teachers training skills upgrading program which is a project of H Normal University " National Training Plan" replacement full-time program on above basis according to the data collected. The author found that project has different problems respectively before the training, during the training and after the training on the basis of detailed analysis. The author puts forward the corresponding improvement measures form the consciousness of training, training mechanism, course planning, platform building and budget etc after detailed analysis of main problems in order to improve some suggestions of the "national training plan" project in the future training.
