The construction of "double-qualified" teachers is an important part of the teacher team construction in Vocational colleges,and it is also the necessary part for vocational colleges to adapt to the development of the education,while construct the"double-qualified" teacher team scientifically and effectively requires the establishment of a scientific evaluation method.Using the method of performance appraisal can manage the activities in teacher team construction effectively and comprehensively,constantly improve the management process.Although there have been many studies on the use of performance appraisal to perform teacher management in human resources management field,but there are few studies on performance appraisal methods in construction of "double-qualified" teacher team,and related studies are lack of the consideration in performance management and evaluation of the whole process,nor a complete and well-formed evaluation and management system for the construction of"double-qualified" teacher team management system.On the basis of reviewing the background of the construction of "double-qualified"teachers,combining with the literature review in recruitment and selection,training and development,performance appraisal,this paper finds out the problems in the construction of "double-qualified" teacher team and determines to construct the performance appraisal model to solve these problems.According to the methods adopted in the construction of "double-qualified" teacher teams,the research direction is divided into recruitment and selection,training and development,teaching performance appraisal and organizational objectives parts by interview with experts.In the view of the above directions,this paper collects relevant data through literature survey,interview survey and observational survey combines with first-hand and second-hand data to carry out the grounded theory research which using open coding,axial coding and selective coding to construct a preliminary theory.The research process is based on the grounded theory,generated 116 concepts and 31 categories by the process of open coding,and generated 7 subcategories-ecruitment,training and development,practical teaching performance appraisal,overall teaching performance appraisal,external evaluation mechanism,meet the needs of strategy and overall satisfaction by axial coding.Finally,the selective coding connects subcategories to a core category by story clues,and generate the theoretical model.Based on the concepts and definitions of categories in the grounded theory survey progress,this paper makes comparison and analysis the literature of related categories,identifies the main features of performance appraisal and builds a hierarchical model which has 5 first-level indicators and 16 second-level indicators contain 11 third-level indicators.In the last part of the research,this paper uses the analytic hierarchy process(AHP)to collect expert questionnaires for all indicators in the hierarchical model,to carry out quantitative analysis on the basis of collect relevant data,and to adjust the weight of the indicators generated.Finally,it generated the "double-qualified" teacher team construction evaluation scale.The research explores the method of performance management in the whole process of human resources management in the view of "double-qualified" teacher team construction,and put forwards to use the performance management and evaluation model and methods in five aspects which is divided into recruitment,training and development,teaching performance appraisal,meet the needs of strategy and overall satisfaction.This paper considers the whole process of human resources management comprehensively,defines the performance management system in the construction of,double-qualified" teacher team,and provides some useful ideas and methods for exploring new methods in teacher team construction.
