Since the resumption of graduate enrollment in 1978, the development of graduate education grows rapidly, the enrollment of graduates grows from more than 10000 people in 1978 to nearly 600 thousand in 2016. However, in the process of expanding, the quality of graduates and the structural problems of talents cultivation are increasingly prominent. One of the reason is that the quality assurance system of graduate education is not mature. The Qualified Evaluation of Degree Authorization is an important part of the degree authorization system, which can further diagnose the current situation of the talents cultivation of each degree point, and then find the problems and improve the quality of talents cultivation. The whole paper is divided into three parts:theoretical analysis, system construction and empirical analysis.This study suggests that basic quality evaluation of talent cultivation of master degree authorization discipline is not only an important part of degree authorization audit system, but also a implementation of the administrative examination and approval. This dissertation analyzes several basic problem of quality evaluation of talent cultivation of master degree authorization discipline, and give a proposal to those problem which may become in the work of evaluation.This dissertation makes a detailed combing that the exploration and practice of our country in the basic quality evaluation work since 1985.The study finds that, in the first phase (1985-2004),the qualified evaluation practice of the degree authorization began to shape a preliminary evaluation index system and tried to use different ways to show the result of evaluation. Besides, it has been established that the initial rules and standards for the Graduation Education Evaluation; The second phase (2005-2012), this evaluation became regular, and evaluation system was gradually established and improved.By compared with related evaluation concept, this study aims to highlight and reveal the unique characteristics of the basic quality evaluation of talent cultivation of master degree authorization discipline. This study suggest that there are a lot of difference between discipline ranking and qualified evaluation in the aspect of focus、subject of evaluation participation and scheme. The difference between undergraduate teaching assessment and qualified evaluation is target of evaluation and the evaluation index system.This study concludes that the principle of qualified evaluation is scientificity、openness and fairness-objectivity and feasibility and this study constructs a set of assessment index system, hopefully it can be a reference for related researchers. This index system consists of seven aspects, namely:goals and standards, basic conditions, teachers, scientific research, talent, social service and advantages.By analysis the qualified evaluation case of East China E University, this study tried to show the real situation of universities’qualified evaluation practice from the angle of the main body of qualified evaluation implementation, evaluation methods, evaluation indicators, evaluation results processing.According to the practice problems in the process of universities’qualified evaluation, this study suggests that it should be paying more attention to the subject of implementation, diversification of evaluation subject, using more international and diversification evaluation methods, problems of practice and the applying of evaluation.
