The Study Of The Labor Force Quality And Economic Development In Xinjiang

The 21 century is the era of globalization,talent competition has become one of the core competitiveness of the country,improve the quality of labor force,and thus promote economic development.Just as Comrade Deng Xiaoping proposed that "the strength of the country and the magnitude of the economic development momentum depend more and more on the quality of the labor force," Jiang Zemin proposed "enhancing the quality of the labor force to attach importance to education,popularizing compulsory education,and eradicating illiteracy." According to the three major policy requirements of introducing vocational education and improving scientific and cultural knowledge,General Secretary Hu Jintao put forward in the report of the 18th National Congress of the Communist Party of China that "it is necessary to adapt to the new changes in domestic and foreign economic trends,rely more on scientific and technological progress,and improve the quality of workers." General Secretary Xi Jinping in the report of the 19 th CPC National Congress,the secretary clearly pointed out that "it is necessary to build an innovative,knowledge-based,skilled force of workers,and to achieve a good labor custom and other policy guidance." Therefore,it is very important to improve the quality of labor force on China’s economic development.Based on the above policy background,it is found from many relevant literatures that the current research on labor quality is focused on the analysis from the national level,and there are few studies on the provinces and regions.The relationship between the quality of labor force and economic development in Xinjiang is also different because of the imbalance of the development level of the provinces and regions of our country.First based on the domestic and foreign related achievements,starting from the status quo of the quantity and quality of the regional labor force in Xinjiang,based on the collected data and scientific methods to analyze the labor force from the culture,technology,Physical and psychological quality and other aspects of the current situation.Secondly,the interaction between labor quality and economic development is analyzed,and the weight of 15 indexes affecting labor quality is calculated by entropy method,and the level of labor quality is evaluated by catastrophe technique.According to the evaluation score of Xinjiang labor force’s quality,the score of Xinjiang laborer’s physical quality is higher than that of cultural quality and psychological quality.And then use the metrological method to verify the evaluation.The results show that there is a high linear correlation between the economic development of Xinjiang and the quality of the labor force,but the causal relationship between the quality of the labor force and the economic development shows that there is a high linear correlation between the quality of the labor force and the quality of the labor force.The quality of labor force is the Granger cause and effect of economic development,but the economic development is not the Granger cause of improving the quality of labor force,that is,the economic development is not the main driving force to promote the quality of labor force.There are three kinds of basic problems between the quality of labor force and economic development.Thefirst is that the result of comprehensive evaluation of the quality of labor force is notideal,and the quality of labor force is a tribute to the development of economy.The contribution rate is low,and the economic development has not effectively promoted the improvement of the quality of the labor force.At last,the above analysis results and problems are the main reasons for guiding the development of the economy and the quality of the labor force,and reveals the core problem of the non-effective interaction between the economic development and the quality of the labor force,and then puts forward a focus on the preschool education in order to solve the above problems effectively.Universal compulsory education,the strengthening of vocational education,the improvement of the effectiveness of government input,the development of the technical industry,the development of the technical market,the emphasis on the quality education of the staff and the improvement of the health guarantee level of the labor force,and the related countermeasures to promote the effective matching of the labor quality and the economic development in Xinjiang.
