The Research On Use Efficiency Of Large Instruments And Equipment Of Colleges And Universities In Shanghai

As our government increasing investment in education career, especially the construction and implementation of the "985" and "211" project, all kinds of large instruments and equipment in university laboratory begin to increasing of its quantity and class of configuration. Large instruments and equipment, as the main technical equipment of the laboratory, is an important support of each university talent cultivation, scientific research and subject construction, is also an important symbol of comprehensive strength and core competitiveness of a university. However, there are many problems in the use and management of large equipment in colleges and universities, which has serious influence on the use efficiency of large equipment. For example, the unreasonable configuration planning of some instruments and devices, low utilization or sharing rate after configuration and waste phenomenon of duplicate purchase, etc., will all affect the efficient use of large equipment in different levels. Therefore, how to supervise and use these large equipment in an efficient way and give full play to its use efficiency has become a major important subject, which need to be solved urgently by universities and education departments.Based on the use efficiency of large equipment in colleges and universities in Shanghai, this paper can be divided into eight chapters: the first chapter is the introduction;The second chapter is the related concept and theoretical basis; From the third chapter to the seventh chapter is the core of this article; The eighth chapter is the last chapter,including the summary and outlook. In this paper, the analysis method of the core chapters as follows: firstly, analyzing the basic model of large equipment management in colleges and universities in Shanghai, investigating three dimensions present situation of use efficiency of large equipment management in colleges and universities in Shanghai by means of survey data and information and reaching a decision. Secondly, based on the principles of objectivity, conciseness, incentive, etc, combined with expert advice and survey data, this paper constructs the evaluation index system of the use efficientcy oflarge-scale instruments and equipment of colleges and universities in Shanghai, using the fuzzy set-valued statistics and analytic hierarchy process(ahp) to distribute the weight of secondary indexes and tertiary indexes. Then, conducting the comprehensive evaluation of the use efficientcy of large-scale instruments and equipment for colleges and universities in Shanghai, auther will use radar map analysis to evaluate at the first, when the first attempt failed, ultimately choose to use the fuzzy comprehensive evaluation method for empirical evaluation analysis.Analysis results show that the overall performance of the indicators of the large instruments and equipment of colleges and universities in Shanghai is good, especially in scientific research innovation and the utilization and development of function of the large instruments and equipment, which is worth learning for other areas, but there are still some shortage in management system, personnel training and the quality of service aspects of the large instruments and equipment. Aiming at these deficiencies, finally, the paper puts forward the corresponding optimization strategy.
