The Research On The Management Performance Evaluation Of Large Scale Instruments And Equipment In Universities

As an important part of the laboratory,the large-scale instrument and equipment is an important material foundation and necessary condition for the teaching and scientific research in Colleges and Universities,which plays an important role in scientific and technological innovation and personnel training in Colleges and Universities.In recent years,with the increasing investment in Education,the types and quantities of large-scale instrument and equipment in colleges and universities increased gradually,however,there are many problems in the management of instruments and equipment,such as low utilization ratio,low sharing rate,insufficient operating funds,repeated purchase,imperfect management system and so on.Therefore,in view of the problems of the management performance of large-scale instruments and equipment in colleges and universities,it is necessary to strengthen performance management and evaluate the management situation.It is helpful to find the focus of future work and the direction of efforts and it has important significance to improve the management performance of large scale instrument and equipment and to make full use of its benefits.With the help of domestic and foreign relevant literatures on the performance evaluation of large scale equipment management in Colleges and Universities and combined with the investigation,the present situation,existing problems and relevant rules and regulations of the management performance of large scale instruments and equipment in Colleges and Universities are mastered.On the basis of the above,firstly,combining with the characteristics of large-scale equipment in colleges and universities and the management goal,the performance evaluation index system of large-scale instrument and equipment management is constructed by using the method of balancedintegral card,and the weight of index is determined by the combination of improved analytic hierarchy process and entropy method..Secondly,in the data analysis,the scoring criteria of each index were set up and we use the improved central point triangle whitening weight function to analyze the performance of large scale equipment management in order to find out the influencing factors.This paper takes the large instruments and equipment management situation in XJ University as the empirical research object,and the results are consistent with the actual situation,verifying the rationality of the evaluation system.The results are also analyzed to find out the main factors that affect the performance of large-scale instrument and equipment management in colleges and universities.In view of the problems existing in the management performance of large scale instrument and equipment in University,The corresponding countermeasures were put forward:First of all,in strengthening the management of large-scale equipment,we should innovative management system and management concepts,perfect information management system,ensure funds investment,rational allocation of instruments and equipment,further strengthen the construction of experimental technical team;Secondly,in strengthening the management performance appraisal,we should further strengthen the goal management,pay attention to the performance appraisal process control,timely improve the evaluation system,and give full play to the incentive effect of the evaluation results.
