Study On Early-Warning And Government Of The Folk Private Resentment

The folk private resentment refers to the exists resentment between civil society and private, mainly in close primary among group members, such as families, relatives, neighbors or friends. They should have been the most warm protective layer in the social life, who provides people with emotion, the material, spirit and information support, and help them cope with challenges and adversity. However, the slain case occurred frequently in recent years, are showing the opposite characteristics: family squabbles, emotional indifference. According to incomplete statistics, There were as high as more than 30 of the case between 2009 and 2014, and more growing and spreading trend over the last two years. Based on the slain case, the purpose of this paper is to study the cause of the folk private resentment, and put forward the corresponding early warning and prevention countermeasures.According to the several slain case interviews and field survey, the author found that the folk private resentment tend to occur in undeveloped and relatively backward rural society. Considering the perspective of the individual and social environmental factors, therefore, This study investigates the social background and the generation process of the folk private resentment, and believes that its formation is related to the present atomization background of rural social in transition period. Firstly, the atomization results transformation in rural community of farmers from the traditional of acquaintances society to strangers society, and the frequence of community interpersonal interaction is shrinking; Secondly, the rapid development of market economy changes the traditional family greatly, making the migration of family function, lack of emotional support and mental comfort. Combined with the unperfect community development and weak force of civil organizations, most of the rural community in civil disputes cannot get guidance effectively, and even be dragged without decisions. Poor catharsis and resolving ways produce that most civil disputes can’t find the legal way for expression, but wait as a natural development. Among them, due to the conflict between the close relationship input more emotional and exist psychological abnormalities, gradually evolved into the unrealistic conflict without clear objects and goals. The folk private resentment is the result of this kind of transformation and the performance of the unrealistic conflict.However, Because of the unclear understanding of the connotation of the folk private resentment, the role of civil dispute mediation is very limited. Given that the "absent" of rural organizations and negative inaction of village cadres, the folk private resentment is in a state of die or existing without outside interference. There exists temporary and remedial method only after the incident of the slain case happens, lack of effective early-warning and preventive measures. Begins with the idea of multiple subject theory of good governance, this research build early warning system for the civil private grievance based on three levels---the grassroots government, professional institutions and people’s mediation organization. Through the three independent division of labor and cooperation, carry out information gathering, evaluation in advance, judge and predict warning work.As a key process of early warning, to establish preventive measures is also particularly important. From the causes and the generation process of folk personal resentment, This study explores the corresponding preventive measures. Above all, the role of the country and grass-roots government in rural society should be pay attention to, and rural grassroots organizations shall also have to take the rural social governance. Introducing concept of social work in the rural areas, giving the rural organizations to the function of social work, we can be able to provide psychological counseling or rescue service for more disadvantaged farmers. In addition, with the help of perfect family and community function, and the improvement of the people’s mediation system, we can not only reconstruct the social support network for resentments, but also give more ways to resolve interpersonal conflicts. Thus, to develop and improve the function of the rural social structure, maximumly promote the integration of rural society, we can change the formation environment of the folk private resentment and reduce it fundamentally.
