Study On Countermeasures For Improving Campus Safety Early Warning Ability In Yingkou Institute Of Technology

With the continuous development of social economy,the contradictions in various fields in our country are obvious,and various ideas are interlaced.Yingkou Institute of Technology was established in 2013,is the only independently set up University.As a new university,Yingkou Institute of Technology is facing a very serious development situation,which puts forward higher requirements for security and stability early warning.This paper analyzes the trend of campus security events in the last five years,and through interviews and questionnaires,it can understand the attitude of the teachers and students,police officers and security managers to the college security work,and find out and analyze the building of college security early warning capability.Although Yingkou Institute of Technology has built a security early warning system,organizational structure,regulations,security forces and preventive measures,there are loopholes in real-time dynamic monitoring,obstruction of early warning information collection channels,weak safety culture atmosphere,and a single investment in early warning and protection.Therefore,this paper analyzes the problems and causes of the construction of the security early warning capacity of the college,and explores the construction plan of the security early warning capability in Yingkou Institute of Technology,and puts forward some reasonable countermeasures and suggestions.Therefore the main work of this paper is as follows:(i)analyze the causes and causes of the construction of safety warning capacity in Yingkou Institute of Technology.The security early-warning capability of Yingkou Institute of Technology has such problems as real time dynamic monitoring,warning information collection channel blocking,safety culture propaganda atmosphere weak,early warning and security facilities input single.From the lag of the civil air defense management mechanism,the weak foundation of the construction of material and defense,the lack of key facilities,the separation of the function of the three defense resources and the safety propaganda,this paper analyzes the problems in several aspects,and the reasons for finding the problems from the two aspects of the complex external environment influence and the internal management mechanism.(ii)according to the crisis leadership theory,high reliability organization theory,Swiss cheese model,and combined with foreign experience and domestic experience,the design of security early warning capacity construction scheme is designed,including campus dynamic information monitoring scheme,campus safety information research scheme,school safety culture propaganda scheme,campus security base.The infrastructure construction plan is analyzed and the feasibility of the scheme is analyzed.(iii)Improve the safety warning capability of Yingkou Institute of Technology.Based on the above investigation and analysis,the countermeasures and suggestions are put forward,including strengthening the ability training of the defense management team,strengthening the construction of campus safety culture,and strengthening the construction of security early warning and security mechanism.
