As a further extension of the traditional dual structure model, Harris-Todaro model is considered as an important step in the explanation of the economic development of developing countries. Consider its own limitation, which is expected to emphasize the decisive role of urban and rural income gap in the transfer process of the agricultural population while ignoring the important influence of other relevant factors, the results it obtains such as the government should not pay attention to the development of rural education and shall restrictions enacted urban minimum wage policy, are obviously not suited to the actual situation in China. For the purpose to enhance the explain ability of the model, then make a significant role in promoting the process of achieving the orderly transfer of the agricultural population in the developing countries which are represented by China, it is of great significance to make appropriate amendment according to the industrial layout in urban and rural areas of developing countries, labor mobility and social welfare policies.According to the background that the original Todaro model has an oversimplified setup for the agricultural population transfer during the expected benefits and costs, related researches have attempted to modify the model by take the influences of employment, wages risk, the household registration system, health care and other point in to consideration. Meantime, these studies generally modify the model by focus on the various facilities improving the migration of agricultural labor force which are provided by the town itself. Benefit from the accelerated development and rapid urbanization of the urban system, China is gradually get rid of the traditional development model which is established on the fact that the resources have been implemented over the metropolises, and the establishment of regional urban hierarchical system is step by step. Due to the fact that different towns have the role of differentiation in hierarchical urban system, it makes the demand to take the hierarchical model of the factors into Todaro model. By detailing the factors in model, this article introduces hierarchical urban system variables which are closely related to the dual structure into the model, in this way it can make the better explanation of the roles of factors and propose policy recommendations in developing countries. So it is of great significance to the process of transfer of agricultural population in China.This paper consists of five parts:The first part is an introduction, describes the purpose and significance of the study, as well as related research status which were made by domestic and foreign scholars; The second part introduce the traditional Harris-Todaro model and the modify of the model by using the factors of hierarchical urban system. At the meantime, analyzing the flow state of the agricultural population between three employment sector; The third part use the game theory research method to analysis the decisive influence of this process on the path selection at different levels of the urban hierarchy; The fourth part study the influence of the benefits and costs in urban system to Sichuan agricultural work, which is based on the data of the urban system combined by the modified model, then verify the explanatory power of the model; The fifth part analyze the results that based on the migration and development of appropriate agricultural population urbanization in our country, and then give a series policy recommendations which are reasonable and effective.
