Study On Guangxi Domestic Government’s Role That Plays In Constructing University Of Applied Technology

Educational reform’s breach in our country is developing modern higher vocational education system, improving which requires the transformation of domestic colleges. Now the Ministry of Education of our country proposing the transition of local universities is either for learning developed countries from experience, or for practical need of the social development and educative reform in our country. Building universities of applied technology demand joint efforts of universities, government and all sections of society, among which local government plays a key role. Hence, under the background of developing universities of applied technology in our country at present, research on local government’s role is an essential subject of theoretical value and practical meaning.This article using the New Public Service Theory to discourse what the government’s function it ought to be while constructing universities of applied technology. On that basis, it analyses what the Guangxi government’s role are at present, including achievements and insufficiency, and tries to find out the reasons by research. It propounds some pieces of suggestion for improving Guangxi government’s role by using the experience of other countries for reference. This essay mainly comprises some sections as follows:Chapter 1 is prolegomenon part showing sources of the subject, research summary of home and abroad, the research significance, the research method, innovation and deficiency. Chapter 2 sets scope limits to the main concepts, and introduces the theory used for proving theoretical basis for the following research. Chapter 3 is situation analysis by introducing four typical colleges in Guangxi, to analysis local government’s service. Chapter 4 tries to find out what the deficiencies are of Guangxi local government and analysis the reasons. Chapter 5 finds out the references of our country by advanced model of developed countries. Chapter 6 explored the improvement of Guangxi local government’s role in the building of the applied technology university on the basis of applying the New Public Service Theory, in the hope of the service function of local government have worked.
